Contract-to-hire Overview We're seeking a senior-level Product Manager (this role is titled "Project Manager" internally) to lead product vision and delivery for a Medicaid eligibility outcomes initiative. You'll work with policy and program leaders, eligibility operations, and technical delivery teams to ensure improvements are grounded in user needs and measurable results. Responsibilities Act as the Senior Product Manager for a cross-functional Medicaid eligibility outcomes pilot team. Own and evolve the product vision for an assigned outcome area, aligned to program goals and compliance constraints. Define, track, and communicate KPIs tied to beneficiary and worker outcomes (ex: renewal/retention improvements, reduced administrative burden, fewer procedural terminations, higher ex parte renewals). Drive prioritization using user research, performance data, policy/compliance needs, and delivery feasibility. Facilitate stakeholder engagement across program leadership, eligibility staff, IT teams, and external partners; present clear trade-offs and recommendations. Translate operational pain points and policy requirements into roadmaps, backlogs, and acceptance criteria. Partner with engineering, design, human-centered design, analysts, SMEs, and delivery teams from discovery through launch and post-launch measurement. Turn research outputs (journey maps, service blueprints, findings) into prototypes and implementable improvements. Ensure solutions meet applicable regulations/standards (CMS Medicaid regulations, Section 508/WCAG accessibility, privacy/security obligations). Support agile, iterative delivery and help build sustainable product practices. Follow security, change control, and PMO processes. Required Qualifications Bachelor's degree in Engineering, Computer Science, Information Systems, Business, or related field. 7+ years of Product Management experience, including 3+ years in complex, regulated, or large-scale environments (government, healthcare, financial services, etc.). 2+ years in a product lead capacity owning product vision/roadmap and end-to-end prioritization. Proven experience launching a digital feature/product end-to-end with measurable outcomes. Strong ability to navigate policy, operational, legal/regulatory, and technical constraints in stakeholder-heavy environments. Strong written/verbal communication skills (executive + frontline + technical audiences). Experience translating needs into clear requirements/user stories/acceptance criteria. Preferred (Nice to Have) Medicaid and/or public benefits experience (CHIP, SNAP, TANF), eligibility workflows, renewals/redeterminations, ex parte, procedural terminations. Product experience in public-sector benefits, marketplaces, civic tech, or mission-driven orgs. Familiarity with public-sector compliance/procurement constraints and modernization practices (USDS/18F-style delivery). Experience partnering with human-centered design/service design teams. Experience defining and managing OKRs/KPIs and using analytics/experimentation to guide prioritization. Experience with AI-assisted workflows/automation in regulated environments (with responsible AI/equity considerations). Certifications such as CSPO, SAFe PO/PM, Pragmatic Institute (or similar).
