WHO CAN This announcement is for external applicants (non-DIA permanent civilian employees) only. In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the reemployment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5, United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate. (See DoD Instruction 1400.25, Volume 300, at .) If selected, based upon your reemployed annuitant status, you will be ineligible to compete for internal vacancies.

PROMOTION OPPORTUNITY

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601. Selectee(s) may be laterally reassigned, promoted, or asked to accept a voluntary change to the lower grade advertised in the vacancy announcement based on their current (or equivalent) grade and qualifications for the position.

CAREER FIELD DEFINITION

Officers in this Career Field apply scientific methods and technical tradecraft across the full range of intelligence requirements. They support and conduct technical collection including collection planning, execution, exploitation, research and development, processing, reporting, and the development of tradecraft, tactics, techniques, and procedures. Officers conduct technical exploitation including exploitation of organically and externally collected materials, as well as exploitation of existing data for novel or innovative uses and undiscovered signatures. Officers are expected to have a broad understanding of the totality of the career field and a deep expertise in their specialty. They are expected to collaborate across the intelligence community on tradecraft and within the Science and Technology (S&T) community of National Labs, Industry, and Academia on technical collection and exploitation systems and methods.

CAREER SPECIALITY DEFINITION

Plans and conducts deployed and reach back intelligence processing and exploitation operations on a wide variety of collected material and data and disseminates results via technical and intelligence reports. Conducts forensic analysis of collected and historical technical data to support identity analysis, activity attribution and signature development. POSITION SUMMARY

An Intelligence Officer (Technical Exploitation) plans and conducts deployed and reach back intelligence processing and exploitation operations on a wide variety of collected material and data and disseminates results via technical and intelligence reports. The incumbent conducts forensic analysis of collected and historical technical data to support identity analysis, activity attribution and signature development. Participates in technical exploitation-related innovation, integration and engineering. Serves as a representative on internal and external working groups and provides technical exploitation guidance across the agency, IC and DoD.

This position is located at Fort Meade, Maryland and is with the United States Cyber Command (USCYBERCOM), J2, Joint Intelligence Operations Center (JIOC), Collection Management Division (J2C).This position is responsible for performing the following duties:

Guides and teaches others on the scientific or technical concepts related to conducting technical exploitation operations. Participates/leads a technical exploitation team, working group or operation in a Division, Directorate, Intelligence Community (IC), or Department of Defense (DoD).

Recommends changes to operating procedures, policies, or strategies to improve the effectiveness of technical exploitation operations. Writes assessments of technical exploitation operations and equipment, requirements that respond to intelligence gaps. Presents intelligence briefs to the team, Branch, and/or Division.

Conducts research into innovative forensics or exploitation technologies and provides recommendations for upgrades and equipment to eliminate exploitation gaps.

Participates in cost, schedule, financial systems, and management meetings. Processes and understands funding requirements for team, branch and/or Division.

Leads training, exercises, or projects of mission and requirements of the Department of Defense (DoD), Intelligence community (IC), or offices across the directorate. Builds relationships to understand customers needs.

Serves as a representative on internal and external working groups to plan and develop strategies to address various operational issues and concerns. Provides advice and guidance to DoD, IC, CI, LEA and foreign partner organizations with regard to the use of various digital forensics & technical exploitation techniques and other technical exploitation activities.

Performs other duties as assigned.

HIGHLY DESIRED SKILLS

1. Experience processing, analyzing, and technically exploiting complex datasets and digital materials from multiple sources, including forensic or technical analysis of digital media, devices, hardware, software, and related materials.

2. Experience identifying patterns, relationships, and connections across disparate data or intelligence sources, including the use of automation, data visualization, statistical methods, or machine learning to improve analysis and mission outcomes.

3. Knowledge of cyberspace intelligence processes and experience supporting cyberspace operations and Combatant Command intelligence requirements, including collaboration with mission partners across organizations.

FOREIGN AREA TOURS OF DUTY ELIGIBILITY

The availability and quality of medical and child care in foreign locations often differs from resources available in the United States. When considering a position overseas, applicants are highly encouraged to research medical care and child care resources available at the foreign location to ensure services are available and adequate to support the needs of themselves and their dependents. DIA employees applying for a position in a foreign area must be eligible for assignment to or within the foreign area as noted in DIAI 1404.008, Foreign Area Tours of Duty. With some exceptions, employees assigned to a foreign OCONUS location will be granted a 5-year overseas tour which will consist of an initial tour (generally 36 months) and an overseas tour extension up to 5 years OCONUS. Employees currently assigned to a foreign area are ineligible for consideration if selection will cause them to exceed the time limitation for foreign area service OR, conversely, the employee will not satisfactorily complete their period of obligated service and prescribed tour of duty (Initial/Renewal Agreement Travel). DEPLOYMENT/MOBILITY STATEMENT

All DIA employees are subject to world-wide deployment to crisis situations and are subject to geographic relocation in accordance with agency guidelines.

SUPERVISORY
