Mid-Level Strategic Capital Planner / Management Consultant / Program Analyst Contract Position (Award-Contingent) |
Full-Time Support Pay Rate:
$81.31/hr - $84.42/hr Position Overview Seeking a
CPIC/EPLC
professional to support
CDC OPHDST IT
investment governance, EPLC execution, compliance reporting, investment management, financial tracking, risk management, and executive decision support for major public health technology initiatives. Key Responsibilities Support CPIC compliance, governance, and reporting for CDC major IT investments Develop and maintain EPLC lifecycle artifacts, Stage Gate deliverables, and governance documentation Track project costs, schedules, forecasts, KPIs, risks, and operational metrics Support OMB A-11, FITARA, Federal IT Dashboard, Exhibit 300, and IT portfolio reporting Coordinate with stakeholders, investment managers, technical teams, and policy groups Prepare executive briefings, governance materials, and decision-support documentation Support annual operational analyses, IT selection data calls, baseline changes, and transition activities Required Qualifications 10+ years supporting large-scale Federal IT programs, portfolios, or major investments Strong CPIC expertise, including Exhibit 300, OMB A-11, investment lifecycle management, and compliance reporting Experience with EPLC or SDLC governance, Stage Gates, and lifecycle documentation Experience with cost/schedule tracking, EVM, forecasting, variance analysis, and budget management Knowledge of FITARA, Federal IT Dashboard, HHS/CDC governance processes, and audit-ready documentation Strong executive communication, stakeholder management, and reporting skills Experience equivalent to FAC-PPM Level III competencies preferred Environment & Scope Supports CDC public health systems including BioSense, NEDSS, and One CDC Data Platform (1CDP). Responsibilities include governance coordination, operational analyses, business case support, risk reporting, investment tracking, and executive-level reporting within a Federal IT environment. Security & Compliance Must comply with HHS/CDC security, privacy, Section 508, NDA, background investigation, PII protection, and federal information security requirements.
