Position Summary The City of Dover is seeking a reliable and detail-oriented Utilities Clerk to support daily billing, customer service operations, ensure compliance with municipal accounting standards, internal controls and regulatory requirements. This position also offers the opportunity for cross-training in municipal finance and human resources functions, providing a pathway for professional growth into potential future leadership roles.

Essential Duties and Responsibilities Utility Billing & Customer Service Maintain accurate water and sewer account records in accordance with municipal accounting standards Serve as the primary point of contact for residents regarding utility billing inquiries, service requests, and complaints. Research and respond to difficult customer problems and complaints, professionally and effectively present information, provide solutions. Provide courteous, professional, and accurate customer service in person, by phone, and in writing, organize and maintain departmental files. Generate late fee notices, delinquent account reports, and coordinate collection efforts with the Mayor and Treasurer Maintain and monitor bad debt accounts and assist with collection and recovery processes Financial & Accounting Support Process utility payments, including water tap fees and customer deposits Safeguard and accurately handle cash, checks, and electronic transactions Balance daily receipts and prepare bank deposits in compliance with internal control procedures Reconcile multiple bank accounts, assist with monthly financial processes, including transfers Prepare routine financial reports and maintain supporting documentation for audits and regulatory reviews Assist Treasurer with accounts payable/receivable, payroll, and withholdings as needed Assist with Court Records Management & Compliance Maintain accurate, secure, and confidential customer account records, including personal identification and service data Ensure compliance with record retention policies and privacy requirements Update Water Utility Database (WUDB) records and coordinate with municipal and regional water providers regarding debt recovery Administrative & Operational Support Provide administrative support to Utility Supervisors and Public Works Department Coordinate and assist with work orders, meter installations, repairs, replacements, maintenance, and service changes Process water service requests including turn-ons, shut offs, and account updates Prepare correspondence, reports, and public notices Qualifications Education & Experience High school diploma or equivalent required Associate degree or coursework in accounting, business administration, or related field preferred Previous experience in clerical, accounting, or municipal government work preferred Knowledge, Skills, and Abilities Knowledge of governmental accounting principles and payroll procedures preferred Strong data entry skills with a high level of accuracy and attention to detail Ability to handle and safeguard financial transactions responsibly Proficiency in office software and accounting systems Ability to manage multiple tasks and meet deadlines Strong organizational and recordkeeping skills Ability to maintain confidentiality and handle sensitive information Interpersonal Skills Ability to establish and maintain effective working relationships with employees, officials, and the public Ability to handle public relations issues and difficult situations with professionalism and courtesy Strong written and verbal communication skills •
