Job Description

The Garrett Group is in search of a skilled Naval ISR/C2 Analyst for an imminent contract at the Joint Center for Electromagnetic Readiness (JCER). This role is crucial for overseeing routine assessments of service deployment certification events and mandatory prerequisite training essential for deployments in collaboration with Combatant Commands (CCMDs). The responsibilities include evaluating venues, events, and units while upholding established standards like the Universal Joint Tasks (UJTs) and the EMOE Characterization Framework.
Qualifications for candidates entail:
Required Experience:
Specialization in Navy ISR/C2, although experience with other service ISR/C2 platforms is acceptable. Operational level experience, with a preference for candidates with higher-level broadening assignments such as Joint, CCMD, or Service level staff. Proficiency in conducting detailed mission analysis and resource integration to determine capabilities aligned with the JCER mission. Understanding current service capabilities, including communication/tactical data links and tactics, along with knowledge of vulnerabilities in the presence of threat EMSO, to make recommendations to service or joint tactics, weapon schools, or publications based on JCER evaluation findings. A minimum of twelve (12) years of demonstrated relevant experience in Naval ISR/C2 operations.
Desired Experience:
Analyzing threat data and managing the receipt and dissemination of foreign intelligence information. Ability to evaluate emerging EMSO threats and present findings, conclusions, and recommendations based on evaluation results. At least fifteen (15) years of demonstrated relevant experience in Naval ISR/C2 operations. Training and certification as a Project Management Professional (PMP) is highly recommended for individuals lacking desired military leadership experience.
Responsibilities encompass:
Conducting tactical, operational, and strategic-level research on the impact of existing and emerging EMSO threats to joint operations. Performing studies, research, reporting, and making recommendations concerning instrumentation and evaluation resources necessary for executing risk reduction and evaluation events, ensuring the coordination of communications, logistics, materiel, data collection, personnel training, issue and alternative definitions, and personnel requirements for each designated activity. Collaborating with partnering agencies that share interests in supporting data collection, reduction, or JEMSO operations alongside JCER evaluations. •The Garrett Group is an Equal Opportunity Employer.
