Job Description

Are you a strategic leader with a passion for development services, process improvement, and building strong teams? Chatham County is seeking a Director of Permits & Inspections to lead the County's permitting, building inspections, and fire inspections operations. In this key leadership role, you'll oversee critical countywide services, guide modernization and efficiency efforts, and help support the safe and responsible growth of one of North Carolina's fastest-growing communities. Performs intermediate professional and skilled technical work overseeing the operations of building inspections, fire inspections, and the central permitting office, supervising the issuance of permits, updating and managing all aspects of the permit software, preparing and maintaining appropriate records and files, and performing related work as apparent or assigned. Work is performed under the limited supervision of the County Manager. Departmental supervision is exercised over all assigned personnel. •

Directs the operation of building inspections, fire inspection, and central permitting office; assigns, directs, trains, and inspects the work of subordinate personnel; disciplines, coaches, and counsels staff and recommends hiring, reward, transfer promotion, suspension, termination, and demotion; Coordinates work of subordinates; prepares staff work schedules; reviews and approves timesheets; prioritizes work for timeliness and monitors work for consistency and quality; Responsible for the collection of fees for all building and fire permits & inspections; Interprets the Chatham County Educational Facilities Impact Fee Ordinance and determines if a fee is due; Responsible for collection and accounting for fees; Manages OpenGov software for the Permitting & Licensing module; Determines policies for users, created record types, updates records, and monitors activity; Prepares and reviews policies and procedures related to permitting; Prepares reports for various State and other local agencies, provides activity and financial data to Budget and Finance; Maintain relationships with our municipal partners concerning permits and policies; Responds to Commissioners, property owners, contractors, and others about the State, County, and Municipal regulations; Prepares and administers departmental budgets, monitors expenditures, and approves purchases; Responsible for updates and maintenance of departmental website, public documents, and forms; Performs other duties as assigned. Bachelor's degree with coursework in Architecture, Construction Administration, or Engineering, or a related field; extensive experience in building and fire codes, permitting, and inspections, including some supervisory experience, or an equivalent combination of education and experience. Thorough knowledge of permit processing; Thorough knowledge of standard office methods and procedures, business English, spelling, commercial arithmetic, and office management; Thorough knowledge of departmental programs, policies, and procedures; Ability to perform a considerable volume of detailed record work; Ability to solve problems within the scope of responsibility; General knowledge of word processing and spreadsheets, including keyboarding skills; Ability to operate standard office, personal computer, and related equipment; Ability to type accurately and at a reasonable rate of speed; Ability to enter data on a computer; Ability to plan and supervise the work of subordinates; Ability to establish and maintain effective working relationships with elected officials, vendors, contractors, associates, and the general public. Physical Requirements This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking, hearing, use of hands and fingers, handling or feeling and repetitive motions, frequently requires walking and occasionally requires standing, stooping, kneeling, crouching, crawling, reaching with hands and arms, pushing, pulling and lifting; work has standard vision requirements; work requires vocal communication to express or exchange ideas orally; work requires hearing to perceive information at normal spoken levels; work requires preparing and analyzing written or computer data, using measuring devices, operating machines and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic). Special Requirements Must possess or obtain a Standard Building Certificate from NC COQB within one (1) year of employment.
