City Hall and various field locations throughout the City of Jacksonville. Summary Plans, directs, manages, and oversees the operations and activities of the City's Neighborhood Services Division, including Animal Shelter operations and Code Enforcement. Provides leadership, ensures compliance with applicable laws and policies, manages personnel and division resources, and serves as a liaison to City leadership and the community. Exercises delegated operational authority over division functions, including staffing, expenditures within the approved budget, and enforcement actions, under the direction of the Executive Director of People and Strategy and in accordance with City policies and applicable law. Responsible for operational efficiency, accountability, and maintaining a high standard of service delivery that supports community quality of life. Essential Job Functions Oversees daily operations of Animal Shelter and Code Enforcement divisions, ensuring effective service delivery and compliance with all applicable laws and policies. Supervises, trains, evaluates, and disciplines assigned personnel; ensures proper staffing, scheduling, and timekeeping accuracy. Develops and implements operational goals, policies, and procedures to improve efficacy and effectiveness. Prepares, administers, and monitors division budgets; approves expenditures and ensures fiscal responsibility. Ensures proper use and maintenance of records management systems to track code violations, animal shelter activity, enforcement actions, and case resolutions. Reviews reports, and enforcement actions, and case resolutions. Reviews reports, and enforcement actions for accuracy, legality, and consistency. Coordinates with Police, Public Works, City Administration, and external agencies to address community concerns and enforcement issues. Oversees animal care standards, shelter compliance, and coordination with veterinarians and rescue organizations. Responds to escalated citizen complaints and complex enforcement issues; ensures professional and fair resolution. Ensures compliance with local, state, and federal regulations related to code enforcement and animal services. Develops and monitors performance metrics to evaluate productivity and effectiveness of division personnel. Promotes community outreach and education related to code compliance and responsible pet ownership. Prepares and delivers quarterly updates and presentations to City Council and City leadership regarding Neighborhood Services operations, performance metrics, enforcement activities, and program initiatives. Ancillary Job Functions Contributes to team effort by performing other related duties as assigned. Provides support to Animal Control Officers, Code Enforcement Officers, and other City personnel as needed to ensure effective service delivery. Knowledge, Skills and Abilities Knowledge of municipal code enforcement practices, animal shelter operations, and applicable Texas laws. Knowledge of principles and practices of supervision, training, and personnel management. Strong leadership and personnel management skills. Ability to analyze programs, policies, and operational needs. Ability to maintain a positive and professional work atmosphere. Ability to effectively communicate with customers, vendors, and co-workers. Proficiency in computers and standard office software applications. Strong time management and organizational skills. Public relations and customer service skills. Ability to oversee and direct the operations, services, and activities of Animal Shelter and Code Enforcement divisions. Ability to educate, train, and develop staff. Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Ability to research, analyze, and evaluate new service deliver methods and techniques. Ability to recognize breeds, species, and gender of animals and identify signs of animal neglect, abuse, and cruelty. Equipment Used Computer and standard office equipment; Microsoft Office and related software applications; City enterprise systems including Incode; animal services and records management systems such as PetPoint; and communication tools used to coordinate service requests, citizen concerns, and work orders. May encounter stressful situations involving citizen concerns, complaints, or enforcement matters. Physical Abilities Work requires the ability to sit, stand, or walk for extended periods of time. Work requires the ability to perform repetitive hand and finger movements associated with computer use. Work requires the ability to reach, grasp, and handle objects. Work requires the ability to communicate effectively, including talking, hearing, and understanding. Work requires the ability to operate a motor vehicle and standard office equipment. Work requires visual acuity sufficient to perform administrative duties, including reading, writing, and computer work. May require the ability to lift and move objects up to 25 pounds. Total Compensation (Eligible Positions) Paid holidays. 18 days per year of paid vacation accrued the first year of service. Longevity pay. Certification/Education pay. Participation int Texas Municipal Retirement System (7% employee contribution, 2:1 City match). Health, dental, and life insurance. Vested after 5 years of service. Eligible for retirement after 20 years. Additional Requirements Criminal history, drug test, and driver's license check required. City of Jacksonville conducts random drug testing in accordance with Texas law and applicable federal guideline.
