This position supports the Safety and Emergency Manager in advancing the division's safety and emergency preparedness programs. This role helps develop, implement, and improve safety practices for sewer cleaning, repair, inspections, confined space entry, and pump station operations. It also supports emergency planning, training, and coordination to ensure the utility can respond effectively to system failures, severe weather, and other service-disrupting events. The successful candidate will be responsible for the following duties: Assist in managing WCD's health and safety program across roadway operations, pump station operations, and engineering/office functions. Help develop and maintain the division's occupational safety program, including documentation, training, data tracking, and measuring program effectiveness. Assist WCD's efforts to train, develop, and provide direction to employees on occupational safety procedures and best practices. Conduct routine safety inspections and audits of pump stations, facilities, equipment, and field operations to identify hazards, verify compliance, and support continuous improvement. Support departmental safe-driving procedures and policies for both commercial and non-commercial vehicles. Assist in managing the emergency management program for the wastewater collection system, including identifying risks, planning, preparing, and mitigating for emergency events.

Wastewater Management positions are responsible for providing uninterrupted sewer service to residents during extreme inclement weather or other emergencies. This position is designated as emergency service and is subject to 24-hour on-call and may be required to report to work during extreme inclement weather or other emergencies, including after-hours and weekend work during emergency incidents to fulfill emergency service duties. Overtime may be mandated when emergencies occur related to the health, welfare, or safety of either the public or employees.. Retirement NOTE:

The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) as emergency essential personnel staff and is required to report to work during extreme inclement weather and during emergency situations to fulfil emergency services. In 2026, all Wastewater Collection Division assignments will be permanently located at the new Water Resources and Infrastructure (WRI) building, located at 6000 Freds Oak Road, Burke, VA 22015. Position may require traveling to multiple Fairfax County sites. Employment Standards

MINIMUM QUALIFICATIONS

Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Bachelor's degree from an accredited four-year college or university with a degree in safety sciences, industrial hygiene, safety management, loss prevention or closely related field; plus two years of professional safety program experience.

CERTIFICATES AND LICENSES REQUIRED

Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS

The appointee to this position will be required to complete a criminal background check, a pre-employment physical examination, and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS

Three (3) or more years of experience in leadership and management of occupational safety programs. Three (3) or more years of experience with OSHA and regulatory compliance, including confined space, LOTO, HazCom, PPE, and work zone safety. Three (3) or more years of experience in confined space safety and atmospheric monitoring, including gas detection, ventilation, and rescue considerations. Three (3) or more years of experience in hazard identification and risk assessment for sewer cleaning, pump station work, and roadway operations. Three (3) or more years of experience conducting safety inspections and audits of facilities, pump stations, vehicles, and field crews. Three (3) or more years of experience in incident investigation, root cause analysis, and corrective action planning. Three (3) or more years of experience supporting emergency management, including

concepts and utility response to system failures or severe weather. Three (3) or more years of experience delivering safety training and translating technical requirements into clear, field-ready guidance. Three (3) or more years of experience in safety data tracking, trend analysis, and reporting for compliance and program improvement.

PHYSICAL REQUIREMENTS

Must be able to communicate clearly, both verbally and in written form, is crucial for engaging with colleagues and customers through phone calls, or face-to-face meetings. Ability to input, access, and retrieve information from a computer. Ability to understand and follow oral and written instructions. Must be able to drive county utility trucks and operate hoisting equipment. Must be able to physically negotiate rough terrain on uneven ground such as hills, wooded and marshy areas to make direct observation of work in progress including recognizing unforeseen hazards such as sharp objects, warning signs, slippery surfaces, steep depressions, tripping hazards. Must be able to push, pull, lift, grasp, bend, stoop, walk, climb/crouch, crawl, stand and reach to work in demanding and uncomfortable positions for extended durations. Able to lift/slide up to 90 lbs. with assistance. This is necessary to manipulate materials with manual dexterity, utilize hoses, and work from fixed, extension, and step ladders two stories in height and scaffolding. Additionally, this includes setting up and performing maintenance access in authorized confined spaces, which involves entering and exiting catch basins and manholes. According to safety regulations, individuals who weigh 310 lbs. or more are prohibited from entering confined spaces. Must be physically fit to perform manual labor in all types of environments. This requires the ability to endure variable and extreme weather conditions such as hot, cold, during rain, noisy environments, etc., and the ability to work around and in contact with raw sewage and chemicals.
