Job Description

Responsible for coordination of the City's Payroll and Human Resources administrative functions. Responsibilities include but are not limited to processing payroll, all payroll and Human Resources reporting as required by state and federal laws. Benefit Administration, to include but not limited to COBRA, FMLA, HIPAA and ADA programs.
Qualifications:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Duties include but are not limited to the following: Performs all payroll functions and maintenance, including monthly, quarterly and annual reports. Notifies Finance Manager of any accounting or payroll discrepancies. Sends ACH file to the bank, Positive Pay File to the bank, PEBSCO, Child Support, PR/Transfers, Electronic Payroll Tax Deposit, Employee Benefit Accrual Balances. Monthly TMRS Reporting. Review and verify employee work hours. Scans payroll and HR documents into Laserfiche and performs quality review of electronic records. Monitors legislative changes that affect the payroll functions of the city. Prepares annual Journal Entries, Employee Benefit Liability Accruals, Payroll Accruals. Prepare reports, letters, memoranda, charts, worksheets and other materials related to Payroll/ HR functions Compliance Reporting for Payroll and Human Resources. Reconciles and updates monthly insurance billings from various vendors. Enrollment and maintenance of employees' health insurance benefits. Responsibilities include processing new employee enrollments, changes and terminations in the applicable systems. Respond to employee inquiries regarding benefits, coverage and eligibility. Manages employee leave programs, including FMLA, ADA, and COBRA. Conducts or assists with new hire onboarding. Assists with the maintenance of personnel files maintained in Laserfiche. Departmental Invoicing.
Workers Compensation backup:
File reports, schedule visits, checks for results as needed. Regular, prompt, in-person, attendance is ?an essential function. Other duties as assigned.
MINIMUM JOB REQUIREMENTS EDUCATION AND EXPERIENCE
High School diploma or GED is required. An Associate Degree in Accounting, Human Resources or related field or equivalent combination of education and experience is preferred. Knowledge of Tyler and/or STW and Incode Bilingual English/Spanish is preferred
LICENSES AND CERTIFICATES
Valid Class C Texas driver license. Ability to obtain a Payroll and/or HR Certification is required.
PHYSICAL ABILITIES
Must possess the visual acuity to operate a computer terminal Frequently walk, stand, and/or sit for prolonged periods of time Occasionally push, pull, lift, and/or carry up 10 pounds Occasionally lift and/or move objects up to 20 pounds Occasionally stoop, bend, kneel, crouch, reach, and twist Operate office equipment including use of a computer keyboard Speak and hear to exchange information in the English language Operate a vehicle to travel to various locations Work with frequent interruptions Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Demonstrate patience and flexibility in changing job demands and when interaction with employees, visitors and the public Ability to work with minimal supervision and maintain confidentiality Maintain emotional control under stress Exercises initiative and some independent judgement in performing tasks.
