This role serves as a connective force between strategy and execution, ensuring that proposal development, pipeline management, and internal knowledge systems operate with high efficiency, compliance, and transparency. This is a high-impact role requiring cross-functional collaboration, a sharp analytical mindset, strong process discipline, and excellent communication skills.
Key Responsibilities Proposal Development Process, Compliance, and Management End-to-End Oversight:
Manage the full lifecycle of proposal development, from opportunity intake to final submission, ensuring adherence to internal standards and client compliance requirements.
Compliance Leadership:
Implement and manage proposal compliance matrices and checklists aligned with government and commercial procurement requirements (e.g., FAR, DFARS, RFIs/RFPs).
Coordination:
Serve as a liaison between capture leads, technical SMEs, contracts, pricing, and design/production teams.
Quality Assurance:
Ensure proposals are compelling, error-free, well-organized, and fully responsive to customer requirements.
Proposal Calendar & Reviews:
Maintain proposal development schedules, facilitate color team reviews (e.g., Pink, Red, Gold), and track lessons learned.
Pipeline Process and Management CRM Oversight:
Manage and optimize the Growth team's CRM system (BigIn) to track opportunities from identification through award.
Forecasting & Analytics:
Generate and present pipeline reports, win/loss trends, proposal metrics, and performance dashboards for executive decision-making.
Gate Reviews & Qualification:
Support the opportunity qualification process, ensuring that Go/No-Go criteria are consistently applied and documented.
Data Hygiene:
Regularly audit pipeline data for accuracy, timeliness, and completeness, working with team members to maintain standards.
Knowledge Management and SOP Development Centralized Resource Library:
Design, organize, and maintain a repository of reusable proposal content, templates, resumes, past performance, and graphics.
Process Documentation:
Develop, refine, and disseminate Standard Operating Procedures (SOPs) that govern key Growth operations activities.
Onboarding & Training:
Facilitate onboarding for new team members by ensuring clear access to tools, workflows, and documentation.
Best Practices:
Drive continuous improvement by capturing feedback, documenting lessons learned, and updating processes accordingly. Qualifications Experience in growth operations, proposal management, or business development within the GovCon or professional services sector. Deep understanding of the federal contracting lifecycle and procurement practices. Strong command of CRM tools, proposal automation platforms, and document collaboration systems. Exceptional organizational, time management, and written communication skills. Ability to manage multiple priorities in a fast-paced, deadline-driven environment.
