This position exists so that the physical plant of the Correctional Facility is properly managed to ensure the safety, health and comfort of the incarcerated persons, visitors and staff alike, and that the multi-million dollar investments in the physical structure are preserved. Job responsibilities include but are not limited to: + Manage and direct the diverse operations and services rendered by the Physical Plant Department + Plan, organize and direct activities related to constructions and maintenance of structures, facilities and systems + Manage and supervise direct report staff within the Physical Plant Department + Plan, administer and control expenditures so budget limitations are satisfied and within state guidelines. + Manage ongoing conversation program in all building for the facility
  • Minimum Qualifications
  • The following qualifications are required of all applicants seeking consideration for this position.
Only applicants whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position. To ensure accurate evaluation, your resume must clearly describe your experience in the required areas. For each job, include whether it was full-time, part-time, or intermittent/on call; how many hours per week you worked; and the month and year you started and ended. Two (2) or more years of supervisory experience involving total responsibility for the operation, maintenance and repair of a large building complex, including power plant, water, sewage, heating and cooling systems, mechanical/electrical infrastructure, and roads and grounds. Experience must include supervising trades and maintenance staff; planning and directing major repairs, remodeling and new construction; directing the work of contractors; and developing and managing budgets;
  • OR•Three (3) or more years of experience supervising trades and maintenance staff; planning and directing major repairs, remodeling and new construction; and directing the work of contractors.
Note:
One of the following work experience/education qualifications may substitute for up to one year of the work experience qualifications listed above: + Two or more years of lead work experience in at least one area of the operation of a large building complex; OR + Two or more years of lead work experience in at least one trades area in industrial and commercial construction (e.g., electrical or plumbing); OR + Two or more years of professional-level experience leading the development and execution of major physical plant construction, maintenance and repair projects; OR + Bachelor's degree in Construction Management, Facilities Management or a related field. Applicants meeting the above qualification(s) will be further assessed at the time of interview on the following: + Knowledge of various construction, remodeling and building maintenance skilled trades. + Knowledge in several of the following areas: HVAC, chillers, boilers, and energy management systems; electronics, electrical, plumbing, and other support systems; and general grounds and maintenance. + Knowledge of State of Minnesota building and fire codes, Occupational Safety and Health Administration (OSHA) rules and regulations, and State AWAIR (A Workplace Accident and Injury Reduction) Act provisions. + Strong human relations and written and oral communication skills sufficient to supervise staff; work with others in the coordination of projects and resolution of problems; and communicate technical information to both technical and non-technical personnel. + Skills in reading and interpreting blueprints for new construction, remodeling and other projects. + Skills in using computer productivity software, such as email, word processing, databases, and spreadsheets sufficient to prepare emails, memos, reports, letters, presentations, spreadsheets, tables, charts and/or graphs in an efficient and timely manner. + Ability to prepare and present capital project budgets, cost projections and financial analysis.
  • Preferred Qualifications
  • _The following qualifications are strongly desired of applicants seeking consideration for this position:_ + Bachelor's degree in Construction Management, Facilities Management, or a related field + Possession of a Minnesota licensure as a Master Electrician, Master Plumber or Chief Engineer + At least one year of experience supervising staff in a Minnesota Correctional Facility
  • Physical Requirements
  • The completion of pre-placement physical components may be required for this position.
These components may consist of a tuberculosis screening, commercial drivers license (CDL) drug test, and/or respirator clearance. The selected finalist may also be required to review and sign a Physical Demands Analysis (PDA) for this position.   • Additional Requirements
  • The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections' policy.
Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation. Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections' policy. This may include a review of job performance and discipline records. New employees will be fingerprinted within the first 30 days of employment.
