Job Description

General Purpose:
Under general direction, the Planner I performs professional review of municipal planning applications and completes special projects. This position implements and enforces the Zoning Ordinance, Subdivision Ordinance, Comprehensive Plan, and other applicable City Ordinances, and provides Staff support to elected and appointed officials.Reporting Relationships:
General supervision provided by the Director of Development Services.Position Type/Expected Hours of Work:
This is a full-time position. Days and hours of work are Monday through Thursday, 7:30 a.m. to 5:30 p.m. and Friday, 7:30 a.m. to 11:30 a.m.Examples of Duties:

Acts as project manager for the duration of smaller, less complex development projects including but not limited to substantially conforming site plan, site plan, minor plat, and amending plat applications. Evaluates or assists in the review of specific use permit and zoning request applications. Collects a variety of statistical data and prepares reports and maps on topics such as census information, land use, tax base data, and occupancy rate. Administers the Zoning Ordinance, Subdivision Ordinance, Comprehensive Plan, and other applicable City Ordinances. Coordinates with applicable City departments to complete thorough project reviews and approvals of development and construction plans. Meets with project applicants for pre-and post-development review to discuss compliance with the Zoning Ordinance, Subdivision Ordinance, Comprehensive Plan, and other applicable City Ordinances. Prepares professional Staff reports and recommendations for presentation to the Planning & Zoning Commission and City Council. Conducts special research projects. Assists in the preparation of Development Agreements. Prepares and presents detailed reports on development applications. Responds to inquiries and complaints from the public and provides information to the public regarding development applications. Provides accurate information to the public regarding development regulations. Complies with all City policies and procedures. Travels to attend meetings, conferences, and training. Attends evening meetings. Performs other related duties as assigned. Regular and consistent attendance for the assigned work hours is essential.Qualifications:
Minimum Qualifications Education and Experience a. Bachelor s Degree in Urban Planning, Public Administration, Landscape Architecture, or related field. b. Minimum of two (2) years previous experience and training that includes clerical, administrative work, and customer service. c. AICP-Certification (preferred) OR d. An equivalent combination of education, training, and experience that will allow the incumbent to successfully perform the essential functions of the position. e. Must possess a valid Class C driver s license prior to employment. f. Must be able to successfully complete a pre-employment drug screening and background check. Required Knowledge, Skills, and Abilities Knowledge of Federal, State, Regional, and City Zoning, Subdivision, and Comprehensive Planning regulations, ordinances, and codes. Knowledge of database development, maintenance, and retrieval and geographical information system utilization for layer mapping. Knowledge of City policies and procedures. Ability to implement and enforce regulations, ordinances, and codes. Ability to provide exceptional customer service skills both internally and externally. Ability to research techniques and provide assistance for cases and assignments. Ability to work independently or in a team environment as needed. Ability to work on several projects or issues simultaneously. Problem-solving skills to gather relevant information to solve defined practical problems.
