(B&C) is a New Jersey-based public works general contractor seeking an experienced Pre-Construction Manager to own our bid process and pre-award operations. This is a high-impact role reporting directly to the President, with significant influence over which projects we pursue, how competitively we bid them, and how cleanly they hand off to project management upon award. About the Role We bid approximately 30 public works projects per year across New Jersey municipalities, counties, authorities, and state agencies. The Pre-Construction Manager is the operational backbone of that effort — ensuring every bid is complete, competitive, well-covered by subcontractors, and informed by real market intelligence. Core Responsibilities Own the bid calendar end-to-end: identify opportunities through project solicitation sites and direct agency monitoring; manage go/no-go decisions in coordination with the President and Chief Estimator Run subcontractor solicitation and coverage tracking; identify and resolve coverage gaps before bid day; cultivate ongoing relationships with our Category A/B/C subcontractor base Ensure complete and accurate bid document preparation: insurance and bonding compliance, specific contract qualification compliance, addenda management, certifications, and all agency-specific submission requirements Attend public bid openings; capture bid results, apparent low bidders, and pricing spreads in real time Procure and manage competitive intelligence and market research; track competitor activity, identify market patterns, and feed insights back into bid strategy Manage post-award kickoff and handoff to project management, including subcontractor commitment documentation, scope confirmation, and pre-construction coordination Maintain and improve subcontractor database, pre-qualification process, and bid playbooks Support business development efforts on the firm's growing private-work portfolio What You Bring 5+ years of relevant experience in construction pre-construction, estimating support, bid coordination, or adjacent public-works roles (project engineer, owner's representative, agency contract administration all considered) Demonstrated track record of follow-through on multi-step processes with multiple deadlines Strong working knowledge of the New Jersey public works contracting environment: prevailing wage, public bid law, contract qualification requirements, and standard public construction documents Comfort with bid management software, takeoff platforms, and standard MS Office tools Comfort working in a small, direct-communication environment without multiple management layers Excellent written communication and document discipline What This Role Is Not This is not a technical estimating role. Quantity takeoff, pricing, and final number preparation are owned by our Chief Estimator and Lead Estimator. The Pre-Construction Manager works closely with them but focuses on process, coordination, completeness, intelligence, and relationship management — not generating estimates. Compensation and Benefits Base salary:
