Position Summary The Procurement Specialist is responsible for supporting and executing procurement activities in accordance with applicable laws, regulations, and internal policies. This role manages the solicitation process for goods and services, including bids, RFPs, and RFQs, and works closely with internal stakeholders to ensure timely, compliant, and cost?effective purchasing within a public?sector or nonprofit environment. Key Responsibilities Coordinate and manage procurement solicitations, including Invitations for Bid (IFBs), Requests for Proposal (RFPs), and Requests for Quotation (RFQs), from development through award. Prepare, review, and issue solicitation documents, ensuring compliance with government, education, or nonprofit procurement regulations and funding requirements. Serve as a point of contact for vendors during the solicitation process; respond to inquiries and issue addenda as needed. Receive, evaluate, and document bids and proposals in coordination with internal evaluation committees. Assist with vendor selection, contract award documentation, and justification memos. Maintain accurate procurement records, files, and audit documentation in accordance with retention policies. Monitor compliance with purchasing thresholds, competitive bidding requirements, and grant or funding guidelines. Support contract administration activities, including renewals, amendments, and performance tracking. Collaborate with program, finance, and legal teams to support purchasing needs and ensure proper approvals. Contribute to continuous improvement of procurement processes, templates, and procedures. Qualifications Bachelor's degree in Business Administration, Public Administration, Supply Chain, or a related field, or equivalent experience. Experience in procurement within a government, educational institution, or nonprofit organization. Working knowledge of public?sector procurement regulations, competitive bidding processes, and solicitation requirements. Experience preparing and managing RFPs, RFQs, and formal bid processes. Strong attention to detail and ability to manage multiple procurements simultaneously. Proficiency with standard office software and purchasing or financial systems. Strong written and verbal communication skills, including vendor and stakeholder interaction.
