The individual in this role will perform complex (journey-level) work in a variety of functions, such as planning, implementing, and monitoring security program elements and services that support government organizations throughout the state of Texas in the protection of their information resources. This position will interact frequently with external personnel at state, local, educational, and governmental organizations throughout the state using a variety of communication mechanisms, including email and phone. This role also works on the outreach and security development efforts across local government entities, and is responsible for planning, implementing, and managing programs to create and share cybersecurity materials and develop resources for local governments to improve cybersecurity maturity. The ideal candidate will be a well-rounded professional with a good understanding of information technology, an interest in cybersecurity, and able to support additional developments within the Texas Information Sharing and Analysis Organization (TX-ISAO). Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Essential Job Duties Supports the statewide services efforts to assist and implement systems, reports, and programs that deliver services to governmental entities across the state and help DIR and its customers fulfill statutorily mandated deadlines and deliverables. Tracks and ensures delivery of cybersecurity threats, vulnerabilities, information received by DIR to relevant stakeholders via the TX-ISAO. Assists the division in the implementation of additional tools to deliver TX-ISAO information to stakeholders. Certifies cybersecurity training programs for state and local government employees, and when necessary, updates the standards for maintenance of certification by the cybersecurity training programs. Helps provide oversight and governance to governmental entities to assist them in meeting comprehensive infrastructure, facilities, and data security contractual obligations. Works with division staff and external stakeholders on improving the cybersecurity of the state. Ensures division website content is accurate, up-to-date, and effectively communicated. Ensures division email boxes are monitored and maintained. Functions as a cybersecurity generalist able to support and backfill work across the entire team. Advises customers and internal stakeholders on security configuration issues and best practices. Qualifications Minimum Qualifications Education Graduation from an accredited four-year college or university with major course work in English, journalism, communications, business, public affairs, political science, or related field. Experience Two (2) years of progressively responsible experience in Information Technology with a demonstrable security focus. Acceptable Substitutions Additional work-related experience above the minimum qualifications may be substituted for education on a year-for-year basis. Knowledge of project/program costing, estimating, and scheduling. Knowledge of systems and procedures used to evaluate project/program performance. Knowledge of local, state, and federal laws and regulations relevant to the administration of the project/program undertaken. Skill in project/program management, scheduling, resource allocation, and budgeting; and in the use of a computer and applicable software. Ability to provide leadership and motivate others. Ability to monitor project/program status. Ability to prepare and/or analyze project cost estimates Ability to exercise sound judgment in making critical decisions. Ability to analyze project/program-related information and develop plans to address identified issues and risk. Ability to prepare reports and charts. Ability to communicate effectively orally and in writing. Ability and to oversee the work of others Working Conditions Frequent use of computers, copiers, printers, and telephones.
