Exempt Job Summary:
The Program Manager provides oversight of the Supportive Services Program and work alongside the Program Director with the operational success of Supportive Services Program at Carrfour Supportive Housing. Serves as a key member of the program leadership team, contributing to strategic goals, performance planning, and outcomes evaluation in alignment with Carrfour's mission and performance benchmarks. Duties include team management, quality control, evaluation, development, collaboration with property management, and coordination of all services offered to persons served.
Essential Duties/Expectations:
Administrative:
Lead and oversee the day-to-day operations and coordination of the Supportive Services Program, ensuring full compliance with all funding requirements including Continuum of Care (CoC), Managing Entities (ME), and other applicable funding sources. Oversee HMIS and CARISK data quality, ensuring timely, accurate, and confidential documentation and reporting In collaboration with Program Director and Finance Dept., ensures that all required programmatic and financial reports, including monthly billing are completed accurately and submitted to the accounting department (by the 5th of each month); Ensure the accuracy, completeness, and confidentiality of all client files in accordance with organizational and funder requirements; Participate in Continuous Quality Improvement (CQI) initiatives to enhance program performance and service delivery; attend monthly CQI meetings and workgroups facilitated by leadership and funding partners; Collaborate with Property Management staff to ensure timely resident recertifications and compliance with housing program requirements.; Ensure services team assist with monthly inspections and work in collaboration with property management addressing housing noncompliance issues; Attend and participate in required meetings, trainings, workshops, and organizational initiatives as assigned; Supervise supportive services staff to ensure services are delivered, documented, and aligned with contractual and program expectations; Provide regular program updates, reports, and operational feedback to the Program Director to support program effectiveness and strategic decision-making. Reports to the Program Director.
Financial:
Collaborate with the Finance Department to monitor program expenditures and ensure compliance with all funding source requirements and approved program budgets. Review program financial reports regularly and identify potential issues related to budget utilization, billing, or allowable expenses. Work collaboratively with Property Management to report vacancies to the Carrfour Waitlist Coordinator and support efforts to maintain a minimum 95% occupancy rate. Partner with Property Management staff to monitor rental arrears and implement strategies to reduce delinquency rates to no more than 3% of total rental income. Program Development Collaborate with Property Management and the Services Team to develop and implement resident engagement initiatives that promote community building, including tenant councils, resident meetings, and educational workshops. Develop and coordinate programming that supports residents in building life skills, increasing independence, and maintaining long-term housing stability. Identify service gaps and implement program initiatives that improve residents' access to employment, healthcare, mental health services, and other supportive resources. Build and maintain partnerships with community-based organizations and service providers to enhance service delivery and improve resident outcomes. Collaborate with community resources to address mental health challenges with a goal to improve resident quality of life. Develop program initiatives to increase daily living and housing stability skills. Oversee coordination of on-site employment and workforce development activities that support residents in achieving economic stability. Tenant/Resident Relations Work collaboratively with Property Management to maintain a safe and supportive living environment for residents. Provide crisis intervention support to residents as needed, in coordination with the Program Director and/or Clinical Director. Facilitate quarterly case staffing meetings with service staff to review resident needs, strengths, housing stability goals, and employment progress. Ensure Housing Support Plans (HSPs) and Budgets are regularly reviewed and updated to reflect residents' goals, service needs, and progress Promote a strengths-based and trauma-informed approach when working with residents experiencing homelessness, mental health challenges, or other barriers to stability. Staff Management Supervision of service staff to ensure that contractual services funded by the HUD/ME including case management, intervention-individual, and supported employment are provided and documented in both the clients file and the HMIS/KIS/Carisk systems. Review all HSP ensuring they are updated and signed off on by staff, resident and supervisor every 90 days. On-going coaching of staff to ensure service interventions provided to residents are documented accurately and timely in the clients file and HMIS. Assist in hiring, training and on-site supervision of assigned staff, including performance evaluations and progressive discipline. Actively participate in individual and group supervision of staff; Monitor all supportive services staff PTO and completes timesheets within required time frames. Completion of annual performance review timely and complete appropriate follow up.
Minimum Requirements:
Pays close attention to detail and demonstrates strong organization skills. Proficient in Microsoft Office 365 programs. Effective communication skills, backed by detailed written documentation and comprehensive listening skills. Understanding of working directly with formerly homeless individuals and families and at-risk populations by treating all individuals with respect, and are able to build rapport by promoting empathy and compassion with patience and consistency. Maintains a professional demeanor and maturity, good judgment, quick learner, and proactive Willingness to improve and grow within the company. Ability to multi-task, prioritize, manage time efficiently, and flexible when needed. Displays qualities of a team player, effective leadership, staff empowerment, and possesses strong work ethics. Ability to work a flexible schedule, including after hours for emergencies when applicable. Education /
Experience :
A Bachelor degree in social work, mental health, psychology or related field is preferred. In lieu of a Bachelor's Degree, applicant must be able to demonstrate equivalent experience work in a supervisory level in PSH. A minimum of two years' experience working in supportive housing or related field preferred. A minimum of two years' supervisory experience preferred. Knowledge of community resources. Ability to work a flexible schedule and be on-call as needed for emergencies Bilingual (English/Spanish or Creole/English) preferred but not required.
