The purpose of the position is responsible for managing staff and operations of services for the program. Responsible for development and oversight, administering and budget control and administrative activities of the Fish and Wildlife Program.SUPERVISION RECEIVED

Provides direct supervision to the Environmental Technicians and Administrative AssistantIV. DUTIES
Administer daily operations of the program, including leadership and direction in planning, organizing, and coordinating wildlife and fisheries management activities. Administers contracts and agreements with consultants, and federal and state agencies. Conducts surveys for game and non-game and wildlife of importance to the Tribe. Manages reservation wildlife, including system of sustainable sport and religious hunting and fishing. Administers the Eagle Sanctuary. Arrange for transfer of birds. Manage health care and safety of eagles. Plan and organize feather distribution. Manage the maintenance and operation of the eagle aviary. Assisting with operations of the Satellite Eagle Sanctuaries. Facilitates the safe and efficient operation and maintenance of all grounds and equipment in designated areas of operations. Oversees the annual Tribal Big Game Hunting Proclamation, Public Hunting Proclamation and annual Small Game, Waterfowl and Furbearer Proclamations. Generate general work assignments of all wildlife and fisheries activities to meet program performance objectives. Serves as liaison for the Tribe with internal/external agencies and other entities involved with the program to discuss specific issues relating to wildlife and fisheries management. Consults with the designated staff to ascertain and define needs or problem areas that require specific, focused attention, and determine appropriate means to obtain solution. Conduct public meetings on Fish and Wildlife Program services and issues. Manages and administers fiscal management operations of the program and/or agreements to ensure funds are used appropriately, adequate documentation of transactions is maintained, and assets are safeguarded. Prepares budgets, budget revisions and scope of work for submittal on an annual basis and as need for revision. Reviews and approves all expenditures for the program to ensure accuracy of the cuff account and ensure funding is available to achieve program goals and objectives. Coordinates activities of project through delegated subordinates and establishes budget control system for controlling expenditures. Oversees the development, implementation, reconciliation, and monitoring of the programs cuff account on a monthly basis. Prepares and submits reports on the status, annual reports, activity reports and plans for current and future operations. Plans, implements or amends the Plan of Operation as deemed necessary. Prepares grants for additional funding sources in order to develop new services. Ensure grant information is being collected within the program to submit for funder reporting. Prepares and submits funding applications to various agencies for continued operations of the program. Prepares and submits written progress reports to funding agencies, and/or Tribal Administrator. Gathers and analyzes program statistical data and evaluating areas for improvement. Monitors program activities, program objectives and compliance with all contracts and other applicable regulations to management effectiveness of programs and the efficient use of resources. Monitors and conducts performance evaluations of all supervised staff according to personnel policies. Monitors trainings and certifications of staff to ensure all individual development plans are in place in accordance to related position descriptions. Develops and revises standard operating procedures for structure and activities under the program. Conducts and monitors overall quality of services and performance of staff. Directly supervise and coordinate program activities to perform program goals and objectives to complying with all funded contracts and other applicable regulations. Maintain staff by recruiting, selecting, orienting and training employees and developing personal growth opportunities. Accomplish staff position results by coaching, counseling and disciplining employees, addressing complaints and complaint resolution. Accomplish program objectives by supervising staff and organizing and monitoring work processes and conducting performance appraisals. Maintain safe and healthy work environment by establishing and enforcing standard operating procedures and adhering to personnel policies and procedures. Monitors operation of the program by developing schedules, assigning and monitoring work, gathering resources, implementing productivity standards, resolving operation problems, maintaining reference manuals, and implementing new procedures. Provide quality service by enforcing quality and customer service standards. Conduct staff meetings to enhance communication among staff related to program goals and objectives. Analyze funding resources, develops new funding sources, and prepares grant proposals. Performs other related position duties as assigned by supervisor. Attends scheduled manager's meetings. Assist staff in their absence to maintain daily operation.MINIMUM QUALIFICATIONS KNOWLEDGE, SKILLS AND ABILITIES
: Knowledge of Federal, State, and Tribal laws and regulations relating to fish and wildlife. Knowledge of wildlife and fisheries management, big game trophy hunting and guiding, habitat conservation and restoration. Knowledge in administrative work, modern office practices and procedures, records management, and basic business communications. Skilled in the ability to assess and prioritize multiple tasks and demands. Skilled in making timely decisions, developing and maintaining effective working relationships with the functional leaders within the organization. Skilled to operate office equipment/machines and applicate software. Skilled to efficiently provide excellent written and communications. Skilled in computer software operations (MS Word/PPT/Excel) and required program databases. Skilled in developing and monitoring large projects, developing funding, reports writing, financial management, and program operation. Ability to use independent judgment with minimal supervision. Ability to plan, direct, organize, and implement conservation activities with limited resources. Ability to follow written and oral instructions. Ability to speak fluently in Zuni preferred not required. Ability to read, write, and communicate in English to maintain accurate records. Ability to perform light physical labor for operating equipment and preventive maintenance. Ability to establish and maintain an effective working relationship with other tribal employees, other agencies, and the general public.TRAINING AND EXPERIENCE
: Bachelor's Degree in wildlife biology, environmental science or related field with; two (2) years of experience in wildlife and fisheries management or related experience that demonstrates the ability to perform the duties of the position; and one (1) year of supervisory experience, or High School Diploma and 10 years' experience in wildlife and fisheries management or related experience.LICENSE AND CERTIFICATES
Must have a Valid New Mexico Driver's License with no DWI/DUI convictions within the past three (3) years. Driving is an essential part of the duties.PHYSICAL DEMANDS
The work requires minor physical exertion such as short periods of standing, walking over rough uneven surfaces, some recurring bending, crouching, stooping, stretching, reaching, or similar activities. Job may require recurring lifting or lightweight objects with infrequent bending and stooping alternating with the lighter activities. Job requires minimal agility and dexterity. Occasional exposure to objectionable conditions or variations such as those found in variable weather conditions or exposed to moderately unpleasant odors, blowing dust and sand, and extreme temperatures.SPECIAL CONDITIONS
Position is subject to Pre-Employment drug testing. Position is Safety Sensitive and will be subject to random drug testing for duration of employment.
