Job Description

Summary:
The Child Care Subsidy Program Supervisor works with the Program Director to ensure compliance with County and Federal subsidy program requirements. The Supervisor provides direct oversight of the Intake Specialists and Provider Specialist, ensuring that applications are processed accurately and promptly in accordance with program guidelines. This position reviews applications ready for determination to confirm eligibility, payment amounts, and start dates.
Essential Duties and Responsibilities:
1. Supervise and support Intake Specialists and Provider Specialist, providing guidance, training, and regular supervision to ensure consistent, accurate service delivery. 2. Review completed applications for eligibility, payment amount, and start date accuracy prior to Program Director determination and approval. 3. Monitor compliance with County and federal subsidy program requirements, policies, and procedures. 4. Conduct regular quality assurance reviews of case files and documentation to ensure accuracy, completeness, and adherence to program guidelines. 5. Collaborate with Fiscal staff to ensure timely provider payments through direct deposit and accurate reconciliation of payment lists. 6. Maintain payment lists and demographic data collection systems for payment processing and reporting purposes. 7. Coordinate with the Outreach and Resource Specialists to ensure timely referral and follow
  • up for families seeking child care assistance.
8. Facilitate Maui County Subsidy Advisory Committee meetings, preparing agendas, collecting input, and maintaining meeting records. 9. Lead regular team meetings and supervision check-ins to promote communication, accountability, and family-centered service practices. 10. Participate in program and agency-wide meetings, trainings, and collaborative initiatives as assigned. 11. Contribute to the ongoing improvement of program procedures, forms, and workflows to enhance efficiency and compliance. 12. Maintain documentation and records in compliance with MFSS policies and all applicable regulations. 13. Represent MFSS and the Child Care Subsidy Program in a professional manner, upholding the agency's mission to promote healthy family functioning and prevent child abuse and neglect. 14. Perform additional administrative or supervisory duties as assigned by the Program Director.
Qualifications:
Education and Experience:
  • Bachelor's degree in Health, Human Services, Social Work, Public Health, or a related field required.
  • Minimum of five (5) years of experience in human service programs, preferably with a focus on financial assistance, child care subsidy, or early childhood services.
  • At least two (2) years of experience in a supervisory or program management role.
  • Experience in program planning, evaluation, service administration, and report writing required.
  • As part of the hiring process, all candidates must complete a TestGorilla assessment. MFSS will provide a computer and testing space if needed to ensure accessibility.
