Job Description

MARQUETTE COUNTY
To apply please complete the application available on our website: www.co.marquette.mi.us General Summary Under the direction of the Health Officer, develops and implements policies, procedures, and trainings to meet standards of public health emergency preparedness within the County of Marquette. Coordinates work of other staff assigned to the Public Health Emergency Preparedness Program. Essential Functions 1. Develops Health Department policies and protocols to coordinate agency's response to bioterrorism and other public health emergencies. Provides guidance to employees, citizens, and other governmental units regarding public health and bioterrorism emergencies. 2. Leads the coordination of all public health responses using the Incident Command Structure (ICS), assembles the ICS team and coordinates ICS responses under the directive of the Health Officer. 3. Serves as the main interagency contact for public health and bioterrorism emergency response and activities. Reports to the Emergency Operations Center (EOC) of the County during coordinated responses. Investigates threats or complaints to determine causative factors. Assesses the readiness of hospital and emergency medical services to respond to public health emergencies. 4. Organizes and conducts trainings, conferences and workshops and develops protocols on bioterrorism and other public health emergencies. Establish a bioterrorism preparedness planning committee. Develop a training curriculum for different public health groups. 5. Assists with preparing and monitoring vaccine and pharmaceutical inventory. In an emergency situation, may (if appropriately licensed) administer vaccines (smallpox, anthrax, etc.) and prophylactic pharmaceuticals. Advises clients on potential side effects and monitors for adverse reactions. 6. Review documentation to ensure compliance with state and federal rules and regulations for bioterrorism and public health emergencies. 7. Serves as on-site administrator for Health Alert Network (HAN). Provide staff training and support with the State of Michigan for effective utilization of the HAN system. 8. Update Health Department's emergency response (24/7) with local emergency management plans to address bioterrorism and other public health issues. On call (24/7) for public health emergencies and terrorism/bioterrorism events. 9. Serves as the Health Department contact for responding to public health emergencies. Researches and establishes a plan for executing emergency public health measures. 10. Develops a plan to coordinate communication of public health information on bioterrorism emergencies with local and state agencies. 11. Attends bioterrorism and other public health emergency response trainings offered by Michigan Department of Health and Human Services (MDHHS) and other state and federal agencies. 12. Conducts drills and testing using equipment, communications, personnel identified in the public health and bioterrorism emergency preparedness plan. 13. Oversees all Emergency Preparedness Program contractual agreements including documentation. 14. Confers with the Health Officer/Medical Director on policies and practices for public health emergencies and bioterrorism. 15. Represents the Health Department on bioterrorism and public health emergency issues at meetings and trainings. 16. Identifies key resources for obtainment of bioterrorism and public health emergency preparedness materials. 17. Confers with State of Michigan on epidemiological capacity. 18. Evaluates all emergency response procedures to identify both internal and external improvements. 19. Coordinates Health Department protocols for distribution of medical and pharmaceutical supplies with local emergency management plans. 20. Assists in completion and implementation of the Public Health Emergency Preparedness budget. 21. Prepares various reports submitted to MDHHS and the Health Officer/Medical Director as required by the grant. 22. Assumes duties as delegated by the state to ensure the region is participating in emergency preparedness activities. 23. Administers the MCHD Respiratory Protection Plan. Conducts annual respirator training and respirator fit testing. 24. Conducts periodic Health Department staff meetings to advise/instruct on bioterrorism procedures and other general public health emergency matters. 25. Coordinates work of other staff assigned to Emergency Preparedness Program. 26. Performs other related duties as directed by the Director of the Community Health Division and/or the Health Officer/Medical Director. Employment Qualifications Education:
Bachelor's Degree in Nursing, Environmental Health, Epidemiology, Biology, Health Education, or Planning. Candidates with Bachelor's Degree in another field that includes coursework in emergency management, education, communications, or a related field may be considered.
Experience:
Two years of experience in either public health or private health care sector, or emergency management, preferably involving coordination or collaboration with diverse agencies. Experience in infectious disease control, in bioterrorism management, risk communication or bioterrorism preparedness preferred.

Physical Requirements:
  • Ability to lift and transport training and other materials weighing up to 25 lbs.

Working Conditions:
  • Works in office, clinic, and other work settings throughout the County.
  • Work hours can vary when providing training or responding to public health or bioterrorism emergencies.
  • May be exposed to communicable diseases, blood and other bodily fluids, as well as other toxic chemicals.
  • Ability to travel throughout the County and Upper Peninsula in all types of weather conditions.
Some travel downstate for meetings/trainings may be required.

From $29.78 per hour
