Position Overview The Illinois Department of Natural Resources is hiring a Procurement Manager for the Office of Fiscal Management. This position is responsible for implementing contract and procurement policies for the Agency, coordinating the bidding, execution and award of assigned contracts, preparing required reports, preside over bid lettings, exercise extensive knowledge of the Illinois Procurement Code and serve as full line supervisor. Essential Functions Under administrative direction, functions as an Agency Contract Administrator and Procurement Manager for assigned contracts and procurements. Serves as full-line supervisor. Plans, organizes, and administers the development and implementation of a financial contracting system. Prepares fiscal analysis and comparative reports gathering data from on-line accounting systems, Comptroller's reports and other financial documents for contracts and obligations for use by the Agency's Chief Fiscal Officer, budget section and auditors. Prepares and monitors contract reporting requirements. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Minimum Qualifications Requires knowledge, skill and mental development to completion of four years of college with courses in business administration or accounting. Requires three years of progressively responsible professional experience in budgetary planning. Preferred Qualifications Three (3) years of working experience of contractual interaction between public and private entities. Three (3) or more years of utilizing complex accounting systems and excel or similar computer software/programs. Three (3) years of experience writing specifications for invitation for bids, request for proposals, modifications and amendments. Working knowledge of management and industry standards and norms relative to the respective contracts. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings. Division Statement Office of Fiscal Management The Office of Fiscal Management develops budgets, processes payroll, administers workers compensation, manages audits, collects and records cash and receivables, tracks inventory and assets, processes vouchers, and conducts procurements, and holds responsibility for monitoring much of the Department's operational procedures, to include the review of fiscally related procedures to ensure compliance with all rules, regulations and accounting standard.
