Job Description
Position Summary Performs highly responsible administrative management and supervisory work involved in the planning, coordination, and management of the RAD PBV properties in Laurinburg and 28 single family homes. The employee is responsible for the economic and efficient operation of the day to day property management function of the assigned properties in compliance with all applicable regulation, policies and procedures. Individuals may perform other duties as assigned including work in other functional areas to cover absences or relief, to equalize peak work periods or otherwise balance the work load. Manages the leasing, rent collection, lease enforcement, maintenance and assigned compliance reporting for RAD-PBV Properties, Opportunity Inc. Houses and Scattered Site Houses Supervises subordinate staff and ensures staff are trained on operating procedures and applicable regulations. Ensures that the duties and responsibilities of subordinates are clearly defined and fixed, and verifies position descriptions of all jobs in the property management operation. Assist with revising job descriptions as needed when circumstances change. Enforces payment requirements consistently following established procedures. Ensure all rents are collected and appropriate court papers are filed in a timely and accurate manner for nonpayment of rent ensuring consistency in the processing of non-payment cases. Represents the Authority in small claims court and follows up to ensure timely disposition of pending cases. Confers with the Director on court cases related to nonpayment. Recommends and processes lease terminations for reasons other than non-payment as necessary by following established procedure. Presents draft lease termination notices to the Director for review and approval prior to implementation. Monitors and ensures that the Authority's policies and procedures, as well as HUD requirements and guidelines, are being observed in the day-to-day activities of the property management functions. (Rent collection, lease enforcement, participation in Supportive Services, move-in and move-out etc.) Ensures tenant files are properly documented with appropriated documents as well as consultation and counseling meetings. Respond to tenant complaints. Meet with and counsel residents on numerous situations. Deals with difficult and angry persons. Investigates reports of lease violation, crime and other issues that may arise in the developments and/or with tenants. Ensures prompt attention to day-to-day management issues in a consistent manner. Respond to after-hours calls for emergencies, alarms and other situations that may arise. In coordination with the Procurement and Contracting Manager, conducts annual assessment of capital improvement needs and major repairs for all properties and sites. Participates in planning and prioritizing system replacement and other contract work for budget considerations. Provides input to the Procurement and Contracting Manager related to the development and implementation of a comprehensive preventive maintenance procedure to identify problems early and provide routine servicing of buildings and systems to prevent damage. Annually prepares proposed goals and plan of work defining specific goals and steps to take in meeting goals. Examples (but not limited to): preventive maintenance, HQS inspections and evaluation of staff performance documentation. Completes a pre-inspection of all RAD-PBV units in preparation for annual HQS Inspections and coordinates the initial HQS inspection for vacant units to ensure timely re-cycle and inspection to reduce vacancy time. Conduct routine inspection of sites at least weekly. Conducts maintenance and housekeeping inspections semi-annually with follow up inspections for units with problems. Conducts move in inspections for all new tenants. Documents all inspections utilizing the appropriate inspection forms. Responsible for tenant notification and coordination of modernization / construction in occupied units. Defines management improvement needs and recommends changes to meet needs. Coordinates with Section 8 Department and Supportive Services Coordinator to ensure timely move in and move out of tenants and compliance with the PBV requirements as defined in the RAD Notices and regulations. Ensures all documentation for vacancy loss requests are processed and submitted timely to the Section 8 Program staff. Reviews and reports on the compliance of management and maintenance relative to staff performance. Periodically reviews all procedures to determine their compliance with regulations/laws, their effectiveness, and their conformance with Authority goals and objectives. Recommends policy changes to Supervisor for consideration. Writes and implements revisions to procedures with the approval of the Director. Stays abreast of HUD regulations, laws, ordinances, and publications related to the RAD PBV Program and HCV PBV Programs. Develops an understanding of which regulations apply in given situations. Stays abreast of State law and Federal regulations that may impact the day-to-day operation (examples: NC Landlord Tenant Law, OSHA rules, NC Court cases on eviction, HUD Guidelines on evictions) Serves as a resource to staff on interpretations of pertinent laws, regulations and policies. May participate in meetings with HUD representatives, federal, state, and local officials, consultants, the residents, and the general public. Provides input into the development and implementation of a comprehensive preventive maintenance and modernization plan to identify problems early and provide routine servicing of buildings and systems to prevent damage. Including, conducting inspection of units on a scheduled basis to identify maintenance, building system replacement needs and housekeeping issues. Confers with Deputy Director and Executive Director on audit findings as needed. Assist with preparing response and documentation. Documents corrective actions. Performs related duties as required. Required Knowledge and Abilities 1. Knowledge of the general operations and procedures of assisted housing programs. 2. Knowledge of local, state, and federal laws governing the RAD PBV Program and the PBV Section 8 Program. 3. Knowledge of NC law related to landlord/tenant regulations, leasing of property, and evictions. 4. Knowledge of report preparation techniques and procedures, and a demonstrated ability to prepare and evaluate professional and technical reports and other documents. 5. Knowledge of modern office equipment including copiers, personal computers, calculators, facsimile machines, etc. Proficiency in utilization of computer technology including specialized software and Microsoft office applications. 6. Ability to understand, act on, and interpret policies, regulations, and procedures as set forth by the Housing Authority and/or courts and/or other regulatory bodies. 7. Ability to plan, organize, and develop a variety of operational and management programs and procedures. 9. Ability to establish, monitor, and achieve objectives through skillful delegation of duties, planning and utilization of resources. 10. Ability to evaluate performance of subordinates accurately, correct deficiencies, and to guide and assign personnel. 11. Ability to prepare and present ideas in a clear and concise manner, both orally and in writing. 12. Ability to establish and maintain effective working relationships with co-workers, vendors, consultants, contractors, residents, HUD, and local, state, and federal officials; ability to communicate with people from a broad range of socio-economic backgrounds. 13. Ability to work in a fast paced environment with competing priorities and deliver quality managed properties with good customer service. 14. Ability to respond to after-hours calls from police, alarms, or other emergency situations. 15 Ability to deal with difficult situations involving angry persons and/or persons involved in lease violations or criminal activity. Physical Requirements 1. Level of manual dexterity sufficient to allow for operation of typewriter, computer keyboard, telephone, facsimile machine, calculator, etc. 2. Ability to move, handle, or lift small objects around desk area, e.g. files, computer printouts, reports, calculator, pencils, legal pads, etc. 3. Ability to walk and climb as necessary to assess conditions during the inspection of properties including attics, roofs and crawl spaces. 4. Ability to work in adverse weather conditions including outside in heat, cold, rain, snow or other adverse conditions Minimum Education, Training and/or Experience 1. Graduation from an accredited four year college or university with major course work in Construction Management, Public or Business Administration, or related field. 2. Minimum of five (5) years progressively responsible experience in assisted housing management, property management or related government program. 3. An equivalent combination of education, training and experience which provides the required knowledge and abilities may be considered sufficient. Special Requirements 1. Possession of a valid driver's license. 2. Ability to be bonded. 3. Certification in HQS inspection and RAD PBV management within twelve (12) months of employment in this position. 4. Ability to travel for training seminars and to respond to afterhours calls (nights and weekends).
