The Rapid Re-housing (RRH) Program Manager oversees the RRH staff and activities in the Rehoming & Retention program and Encampment Resolution Program. These programs are client-centered, housing first, trauma-informed, and case management-based designed to assist clients based on needs assessments in locating and securing affordable and sustainable housing, support clients in attaining the tools necessary to maintain long-term housing stability and achieve self-sufficiency, and provide clients with general support and coaching. The RRH Program Manager supervises the Case Manager Lead, 2 Administrative Support Specialists, Case Managers, who provide supportive case management for clients with multiple barriers to housing. Supervision includes training RRH staff ensuring they have the required training methods needed for effective case management with clients, regular weekly supervision meetings, and continuous documentation into the Paycom System. The RRH Program Manager operates both programs effectively to meet goals and outcomes and comply with requirements. The role also requires strong collaboration with community partners, grant compliance, data management, and reporting. This position requires reliable form of transportation to travel to the VOAWW Everett office and sites and for overall development and planning for program growth and sustainability.Principal Activities:
- Supervise the staff for day-to-day operations, in both programs.
- Schedule at minimum weekly supervision to accomplish job results by coaching and mentoring.
- Regularly hold staff meetings to ensure clear and timely communication.
- Participate in meetings as needed or as directed by the Senior Director.
- Appropriately manage employee escalations and document interactions in Paycom database system.
- Maintain employee performance records in Paycom database system, provide regular coaching, and feedback discussions.
- Complete employee 90-day reviews for new hires and ongoing annual reviews for all direct reports in Paycom in a timely manner.
- Utilize Paycom to approve punch change requests in Paycom for direct reports, verify that direct reports are appropriately filling out their timecards regularly throughout each pay period, and make sure that timecards for direct reports are approved at the end of each pay period.
- Manage expenditures and grant reporting for both the Rehoming & Retention program and Encampment Resolution Program.
- Work closely with Case Managers regarding project spenddowns (move-in costs, rent assistance, etc.) and ensure accuracy with program payments and timely submissions of Request For Payment packets for clients.
- Work with Arlington Community Resource Center to develop and manage a coordinated system, ensuring effective communication, collaboration, responsiveness, case management, and referrals through the acquisition of better and more permanent housing situations.
- Develop strong collaborative relationships with property owners/landlords to help the Case Managers facilitate the placement of clients into safe, decent, and affordable permanent housing.
- Assess strengths and areas for training needed for Case Managers and Admin Staff.
- Oversee the FCS program and work with the Case Managers to determine eligibility for services and complete daily entry for client tracking and monthly billings.
- Assist Case Managers in case analysis to identify and implement appropriate interventions and referrals.
- Develop and implement systems and best practices to further support employees.
- Maintain a friendly and professional relationship with staff, clients, volunteers, and landlords in both programs.
- In both programs, ensure staff comply with all program policies, requirements, procedures, protocols, and reporting, including safety and maintaining confidentiality of information.
- Work with VOAWW leadership to identify areas of program improvement to strengthen policy within program.
- Adherence with the Agency's code of ethics and regulations for confidentiality.
- Assist Case Managers with maintaining accurate client records in HMIS within the 5-day timeline as required by Snohomish County.
- Other duties as assigned.
Qualifications Requirements:
- Bachelor's Degree in Social Services or related field, or at least 3 years of any equivalent combination of training and/or experience that provides the required knowledge and abilities.
- Minimum of 2 years of professional experience working in Rapid Re-housing program(s).
- Minimum of 2 years of management, supervisory, and leadership experience in Rapid Re-housing program(s).
- Proven success in in program oversight and contract compliance.
- Knowledge and skill in clinical/safety assessment and intervention and safety planning.
- Experience working with and understanding data management systems.
- Experience with MS Office applications including Word, Excel, and Outlook.
- Work schedule is typically Monday-Friday, but hours and schedule will vary; evenings and weekends may be required.
- Reliable transportation to and from office and other site locations is required.
Required Skills:
- Demonstrated management and supervisory skills.
- Understanding of fiscal program management and basic budgeting.
- Understanding of contract compliance navigation and achieving program requirements and outcomes.
- Ability to work effectively with groups and individuals representing a variety of needs, abilities, socioeconomic, and cultural backgrounds.
- Motivational Interviewing skills required.
- Experience working through a Trauma-informed lens with clients who may have various barriers and challenges.
- Excellent verbal and written communication skills and strong attention to detail.
- Strong problem-solving skills including demonstrated skills in successful conflict resolution.
- Ability to respond flexibly to a fluid and evolving program environment.
- Ability to work as a member and leader of an active team.
- Self-starter and ability to work with little or no supervision and strong decision-making skills.
- Flexible with respect to scheduling, especially during coverage for staffing, disasters, and/or events; some weekends and nights to accommodate program and staffing needs.
