Job Description
Regular Schedule:
39 hours per week A Non-Merit vacancy exists in the De partment of Health and Human Services, Bureau of Animal Services. Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan. A list of eligible applicants will be established based on the examination as outlined below. Current and future vacancies occurring in this class may be filled from the list of eligible applicants. Job Purpose Under general supervision, places shelter animals with rescue organizations who need care beyond the scope of what Baltimore County Animal Services can provide, are difficult to place, or to alleviate the overcrowding of the shelter. Performs duties in the receipt, care, custody, and disposition of animals. Definition of Responsibility Oversees the program that coordinates rescue placement needs of shelter animals by sending rescue pleas and then communicating with rescue partners for Baltimore County Animal Services. Manages the placement, release and monitoring of shelter animals into care of rescue partners. Examples of Essential Job Duties Actively recruits and on boards new rescue partners. Reviews rescue partner agreements and maintains records of all approved partners. Maintains and implements rescue policies, procedures, and rescue agreements. Coordinates and ensures county website information concerning rescue program is current and detailed. Assists in identifying animals in need of rescue placement. Promote animals in need of rescue placement with all or select rescue groups dependent on animals' specific needs, breed, species or temperament. Monitors animals in need of rescue placement to reduce length of stay. Schedules rescue transport pick up from Animal Services. Works daily with Assistant Shelter and Medical supervisors in management of shelter populations. Work with the Foster Coordinator when necessary to place appropriate animals in foster care. Examples of Other Duties Promotes Baltimore County Animal Services Rescue Program with community groups, citizens, other agencies and other departments. Develops and maintains records of rescue partners. Maintains an inventory of donations to be given to rescue partners. Plans and executes rescue related events. Provide emergency response services as needed. Performs other related duties as required.NOTE:

Possession of a high school diploma or an appropriate equivalent; Plus Two years of experience in humane animal care and treatment. Preferred Experience Experience coordinating and managing a program Experience supervising, managing or leading employees or volunteers in work efforts and projects Experience in open admission animal shelter Licenses or Certificates Possession of a valid driver's license equivalent to a non-commercial class C Maryland driver's license. Persons appointed to this position must obtain certification approved by the Maryland Board of Veterinary Examiners in the performance of euthanasia within one year of employment. Knowledge, Skills, and Abilities (Entry Level) Supervisory and administrative skills. Skill in communicating with the public, rescue organizations, fosters and co-workers, as well as with members of other agencies. Skill in creating and monitoring schedules and in drafting reports, records and correspondence. Skill in the use of computers and software packages. Ability to establish and maintain effective working relationships with rescues, fosters, shelter staff, and community. Ability to deal tactfully and collegially with people from diverse backgrounds and ideologies. Ability to communicate effectively - both orally and in writing. Ability to give presentations to groups. Ability to think strategically and solve problems. Ability to learn and follow County and departmental rules, regulations, policies, and procedures. Knowledge, Skills, and Abilities (Full Performance) Knowledge of the principles and practice of public animal sheltering. Knowledge of animal shelter operations and animal control laws. Knowledge of County and departmental rules, regulations, policies, and procedures. Skill in supervision and coordination of the care of all rescue volunteers. Proof of Licenses, Certifications and Education Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable. Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes. Licenses or Certificates Persons appointed to this position must obtain certification approved by the Maryland Board of Veterinary Examiners in the performance of euthanasia within one year of employment. Physical and Environmental Conditions The work of this classification entails the performance of heavy physical labor including bending, stooping, lifting and carrying heavy animals and objects, and the operation of vehicles and equipment. Work requires exposure to potentially hazardous conditions such as rabid or aggressive animals, adverse weather, traffic, upset clients and cleaning supplies. Persons appointed to this classification work on a schedule which includes weekends, holidays, and overtime. Employees are subject to call to duty.
