This role is responsible for monitoring OSHA and OCIP compliance, conducting daily site safety reviews, and providing direct support to the Program Safety Manager. The position requires the ability to manage safety oversight across multiple simultaneous construction projects, with flexibility to travel between campus sites as assigned. Key Responsibilities Perform management oversight of construction activity and report on contractor regulatory and contract safety compliance across multiple project sites Monitor compliance with all current OSHA requirements applicable to each construction project Conduct daily safety reviews in accordance with BuildLACCD Standard Operating Procedures (SOPs) Monitor adherence to Owner Controlled Insurance Program (OCIP) requirements and procedures Attend construction meetings with college project teams and general contractors; lead safety toolbox talks and submit Observation Reports Generate daily safety reports for all site visits and submit weekly Project Health Safety & Environmental Observation Reports to the College Project Manager Review contractor safety submittals including JHAs, MOPs, Fall Protection Plans, Crane Lift Plans, Excavation and Scaffold Erecting Plans, and Confined Space Entry plans Review contractor-submitted incident reports, participate in safety stand-downs, and prepare lessons-learned reports for the Program Safety Manager Conduct and document safety orientations with contractor safety representatives Enforce zero-tolerance and corrective action policies for workers found not in compliance with program safety policy Support the Program Safety Manager by attending required meetings and providing safety reports and analysis as requested Minimum Qualifications 10 years of commercial construction experience in the US with a General Contractor 5 years of California construction experience with a Contractor or major subcontractor 2 years of construction experience on educational projects in a campus environment Strong experience managing field construction teams across multiple simultaneous projects Experience on demolition, renovation, and new construction building projects Experience working on OCIP programs Experience on modernization/renovation projects involving hazardous materials abatement and remediation (asbestos, lead-based paint, hazardous waste removal and handling) Strong experience working with senior management and field teams on large building programs across multiple sites Experience participating in scheduled construction meetings with contractors and project managers Strong experience in safety incident reporting and daily construction reporting for multiple projects Ability to communicate effectively with Owner's Construction Management staff and Contractor's Site Management Team Ability to manage, control, and report safety incidents in accordance with OSHA regulations and Owner's requirements Proficiency with Microsoft Office, Adobe Acrobat, and other construction software Required Certifications — all must be active and current; include copies in resume package: One of the following: Safety Management Specialist (SMS) or Construction Health and Safety Technician (CHST) issued by the Board of Certified Safety Professionals (BCSP) — OR — Certified Safety Manager Construction (CSMC) issued by the National Association of Safety Professionals (NASP) Current First Aid / CPR / AED Certification Preferred Qualifications Nice to Have Degree in construction management, safety management, safety engineering, or a related field Additional safety/health certifications relevant to this position Current 40-Hour
