GHD's municipal business in Transportation is in a period of accelerated growth. Over the past few years, we have doubled our municipal portfolio, driven by strong client relationships, technical excellence, and a deep commitment to the communities we serve. Building on this momentum, we have launched a bold growth initiative to double our municipal practice over the next four years. This next phase of growth is intentional, market-focused, and rooted in long-term partnerships with cities, counties, and local agencies. We are seeking a senior client-facing leader to help expand GHD's Roads and Highways presence across the Inland Empire, Coachella Valley, and Riverside County markets. This role is designed for an experienced professional who is trusted by clients, understands the regional transportation landscape, and can help position GHD for strategic opportunities with municipal agencies, Caltrans, and other public-sector partners. This is a critical role within GHD that sits at the intersection of our clients, our communities, and our technical teams

Role Overview In this role, you will serve as both a senior client relationship leader and a technical advisor, helping clients define needs, identify project opportunities, and connect with the right GHD expertise. You will work closely with our Roads and Highways, Transportation Planning, as well as supporting teams to develop client strategies, shape pursuits, and win work that aligns with GHD's growth priorities. . Key Responsibilities Client Relationship Development Build, strengthen, and expand relationships with municipal clients such as Caltrans, counties, cities, regional agencies, and key teaming partners across the Inland Empire, Coachella Valley, and Riverside County. Serve as a trusted advisor to clients by understanding their priorities, funding constraints, procurement approaches, and infrastructure needs. Represent GHD in client meetings, industry events, regional transportation forums, and partner discussions. Help communicate client needs and market intelligence back to GHD's technical and leadership teams so our approach reflects what clients value most. Develop and maintain client interaction plans that support long-term relationship development and near-term pursuit positioning. Market and Area Planning Develop a focused area plan identifying clients, projects, teaming partners, potential hires and more that help the goal of doubling the business. Identify priority clients, upcoming capital projects, funding opportunities, procurement schedules, and strategic teaming relationships. Track transportation, infrastructure, and public works trends that may create opportunities for GHD's Roads and Highways sector. Coordinate with sector, region, and client service leadership to align local market strategy with broader GHD growth goals. Maintain visibility into the regional pipeline and help prioritize opportunities based on client relationship strength, strategic value, delivery readiness, and probability of win. Business Development and Pursuit Leadership Identify, shape, and help secure Roads and Highways opportunities with municipal and state transportation clients. Support pursuit planning, capture strategy, teaming decisions, proposal positioning, and client messaging. Bring client insight into proposals and interviews so GHD's approach is responsive, practical, and differentiated. Collaborate with technical teams to match GHD's capabilities with client needs during both pursuit and delivery phases. Maintaining an active pipeline in our client management system totalling $XM in weighted fee. Partner with internal teams to position GHD for upcoming projects before formal solicitations are released. Technical Advisory and Internal Team Support Serve as a senior technical and strategic advisor to GHD project teams working with municipal and transportation clients. Help project teams understand client expectations, agency priorities, regional context, and potential delivery risks. Support quality client engagement during project delivery, particularly where relationships, scope alignment, or future work positioning are important. Provide guidance on Roads and Highways opportunities, including corridor improvements, interchange and roadway projects, active transportation connections, safety improvements, complete streets, rehabilitation programs, and related municipal infrastructure needs. Help connect the right GHD technical leaders to the right clients and opportunities. Advocacy and Market Representation Represent GHD externally with clients, teaming partners, professional organizations, and industry groups. Promote GHD's transportation, municipal infrastructure, and Roads and Highways capabilities in a way that is client-focused and grounded in local market needs. Support multi-party coordination with agencies, partners, subconsultants, and internal teams when needed to advance strategic pursuits or resolve client-facing issues. Represent GHD through municipal meetings, conferences, industry events, and stakeholder communications. Education Bachelor's or Master's Degree in Engineering, Environmental Science, or similar Qualifications Professional Engineer license preferred Minimum 10 years of experience in client service management, or client relationship management preferably with municipal or public sector clients. Excellent communication, negotiation, and interpersonal skills. Ability to lead cross-functional teams and influence at senior levels. Proficiency in CRM tools (Salesforce in particular) and Microsoft Office Suite. Strategic thinker with a client-centric mindset. Strong understanding of municipal operations, governance, and procurement. Ability to navigate complex stakeholder environments and build consensus Experience in client engagement and business development, with a track record of building relationships across government, industry, and community stakeholders. Salary Range:

$230,000
