Delivery Excellence & Agile Transformation Leader About the Position Were seeking a Delivery Excellence & Agile Transformation Leader to strengthen delivery governance across our national digital transformation and PMIS advisory practice, serving mega capital infrastructure construction programs across aviation, ports, rail/transit, transportation, utilities, energy, water, or public works sectors. Youll set the cadence and quality standards that keep large, multi-stakeholder programs on track, translate client priorities into structured delivery plans, escalate risk early, and build the playbooks that let our delivery teams scale. This is a long-term, full-time, hybrid position located in Phoenix, AZ, and will require approximately 10% travel monthly. Responsibilities may include, but are not limited to, the following: Establish and maintain delivery cadence across client engagements, including roadmap planning, milestone tracking, dependency management, and executive-level status reporting. Translate client goals and business-process requirements into delivery plans that technical teams can execute and owner stakeholders can track. Implement Agile, hybrid, or fit-for-purpose governance models for PMIS, program controls, data, reporting, and change-management initiatives on capital programs. Develop delivery playbooks, templates, and acceptance criteria that improve consistency and shorten onboarding for new team members. Coordinate advisory, PMIS architecture, data/analytics, and systems integration teams to keep multi-workstream engagements moving with clear accountability. Monitor risk, schedule, and budget indicators across active engagements and escalate issues before they affect scope, quality, or client confidence. Lead onboarding and knowledge transfer for incoming delivery staff, building methods that scale as the practice grows. Contribute delivery approach, governance structure, and staffing plans to proposal and pursuit development. Develop white papers and project profiles that document Digital Transformations impact on client programs, supporting business development and marketing efforts. Attributes Owner-side mindset that builds client capability, transparency, and confidence in program data rather than creating dependency on any single vendor or platform. Infrastructure credibility rooted in capital programs, public agencies, and the realities of large, multi-stakeholder construction delivery. Tool-agnostic judgment, able to work across systems, workflows, and analytics platforms without defaulting to one software answer. Executive communication that lands with agency leaders, program executives, primes, and internal leadership alike. Builder orientation, comfortable creating structure, playbooks, and repeatable methods as the practice matures. Commercial awareness of how delivery quality, team utilization, and consistent execution protect client trust and the practices ability to take on more work. Minimum Qualifications Bachelors degree in construction management, engineering, business administration, or a related field, or equivalent combination of education and experience. 10+ years of experience in program delivery, project controls, PMIS/digital transformation, or Agile/hybrid delivery governance on mega capital infrastructure construction programs across aviation, ports, rail/transit, transportation, utilities, energy, water, or public works. Experience supporting capital infrastructure programs valued at $500M+, including exposure to program controls, PMIS platforms, and alternative delivery methods such as design-build, CM/GC, or progressive design-build. Experience leading cross-functional delivery teams spanning advisory, technical, and client-facing roles, including mentoring and onboarding junior staff. Working knowledge of public agency procurement, governance, and stakeholder requirements typical of publicly funded infrastructure programs. Experience with PMIS, ERP, data/reporting, workflow, or project controls platforms in a capital program environment. Proficiency with Microsoft Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.). Preferred Qualifications Masters degree in construction management, engineering management, business administration, or public administration. PMP, PMI-ACP, CSM, SAFe, Lean/Six Sigma, or Prosci certification. Experience in owners representative, program management, or construction management roles on capital infrastructure programs. Experience building or maturing a Center of Excellence, including delivery standards, lessons-learned processes, and repeatable methods for a growing practice. Experience with GIS, BIM, or digital-twin platforms supporting infrastructure program delivery. Experience with Power BI or equivalent data visualization and executive-reporting tools.
Compensation Details Expected Salary:
$180k-$220k/year ($87-$106/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidates level of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
