Director of Business Development & Preconstruction

One of New England's most established and respected heavy civil contractors is seeking a senior-level Business Development & Preconstruction leader to help drive strategic growth across the region. This is a high-impact opportunity to join a premier infrastructure contractor with deep roots in transportation, utilities, marine, bridge, rail, and complex civil construction. We are looking for a relationship-driven construction professional with strong estimating and pursuit management experience who can identify opportunities, lead proposal strategy, and help secure major civil work throughout New England. What You'll Be Doing Lead business development and pursuit strategy efforts for heavy civil, electrical, and mechanical infrastructure projects throughout New England Build and maintain relationships with owners, agencies, consultants, and key industry stakeholders Identify and secure private and public sector opportunities across transportation and infrastructure markets Partner with operational leadership to develop winning pursuit strategies and positioning plans Oversee RFQ/RFP responses, SOQs, technical proposals, and prequalification packages Coordinate with estimating teams to develop conceptual budgets, pricing strategies, and final estimates Support clients throughout the preconstruction process and provide technical guidance during project development Evaluate contract risks, opportunities, plans, and specifications to support successful pursuits Assist in negotiating subcontractor, designer, and JV agreements Mentor and help develop junior preconstruction and estimating professionals Represent the company at industry events, conferences, and networking functions throughout the region What We're Looking For 10+ years of experience in heavy civil construction 3+ years focused on business development, pursuits, or preconstruction leadership Strong understanding of estimating and civil construction operations Experience pursuing complex infrastructure work including: Bridges Highways & Roadwork Site Development Deep Foundations & SOE Rail & Trackwork Wastewater Renewable Energy Electrical Power & Communications Mechanical Infrastructure Bachelor's Degree in Civil Engineering, Construction Management, or related field preferred Proven ability to build relationships and win work in the New England market Strong communication, leadership, and organizational skills Understanding of commercial contracts and procurement processes Ability to travel throughout New England as needed Why Join This Company?
