Job Description

Job Title:
Account Manager, Business and Community Development Position Summary:
The Account Manager, Business and Community Development will support efforts to attract, retain, and grow businesses in the Greater Oshkosh region, while advancing workforce, housing, and quality-of-place initiatives. This role is central to promoting economic vitality in Winnebago County and surrounding communities by managing development projects, fostering strategic partnerships, and supporting efforts that make the region a more livable, resilient, and economically competitive place. The ideal candidate has an understanding of economic and community development principles, a passion for place-based investment and business growth, and the ability to build trust with local employers, site selectors, and public-sector partners.
Key Responsibilities:
Business Attraction, Retention & Expansion:
Serve as a point of contact for businesses exploring expansion or relocation projects in the Greater Oshkosh area. Respond to inquiries and Requests for Information (RFIs) from companies, site selectors, and regional partners. Prepare tailored proposals highlighting regional assets (real estate, workforce, incentives, infrastructure). Coordinate site visits, tours, and stakeholder meetings.
Community Development & Placemaking:
Support initiatives related to revitalization, housing development, and workforce barrier solutions. Support projects with public-private partnerships that address infrastructure improvements and support vibrant downtown and mixed-use areas.
Project Management:
Support the management of active development projects from inquiry through implementation. Develop project timelines, track milestones, and facilitate communication among public and private partners. Document and report project activity for internal tracking and external reporting.
Stakeholder Engagement:
Collaborate with city and county staff, utility partners, real estate brokers, and local businesses. Prepare documents and presentations related to approval or advocacy. Convene community stakeholders around initiatives related to revitalization.
Research & Reporting:
Monitor economic and demographic trends in Oshkosh and surrounding areas to inform strategy. Conduct or support feasibility studies and needs assessments for community-focused initiatives. Assist with impact analysis, funding applications, and grant reporting as needed.
Preferred Qualifications:
Bachelor's degree in Economic Development, Urban Planning, Business, Public Administration, or related field. 3+ years of experience in economic or community development, business development, or local government. Familiarity with Wisconsin's economic development ecosystem (e.g., WEDC, local TIF, Opportunity Zones). Understanding of community development tools and programs, such as housing tax credits, brownfield redevelopment, or Main Street programs. Knowledge of Oshkosh-area industries and community priorities. Strong written and verbal communication skills; ability to work across sectors and communicate with diverse audiences. Experience with CRM, Microsoft Office, and data tools preferred.
Work Environment:
Based in Oshkosh, WI with regional travel required. Primarily office-based; business hours with flexible scheduling. Some evening meetings required.
Reports To:
President & CEO Starting Salary Range:
$55,000 - $65,000 annually, commensurate with experience. Includes benefits package and professional development support.

We work in close partnership with the City of Oshkosh, Winnebago County, local employers, community organizations, and regional and state partners.
Pay:
$55,000.00 - $65,000.00 per year
