Plans, schedules, supervises, and evaluates the work of crew members performing general construction and maintenance tasks on water and wastewater line distribution and collection systems. Makes repairs and troubleshoots electrical issues with wastewater pump stations. Must be able to service and make minimal repairs to diesel bypass pumps and diesel generators. Installs, removes, and modifies utility connections, valves, and meters. Installs piping from water main and sanitary sewer lines to residential and commercial customers. Reads and interprets maps, plans, and drawings to determine water main and sanitary line locations; excavates trenches; taps into water mains and sanitary sewer lines; lays pipe in correct line and grade position; connects pipe sections and seals joints; backfills trenches. Operates medium to light trucks and heavy construction equipment, such as backhoes, front-end loaders, and grade-alls to travel to various locations throughout the City to perform work. Responds to after-hours trouble calls, emergency calls, and service requests outside of regular work hours: (Monday - Friday 7:00 a.m. to 3:30 p.m.).
Participates in an on-call rotation:
(Monday - Friday 3:30 p.m. to 7:00 a.m.). Communicates with customers to advise of service outages, the effects of work performed and provides other information pertinent to the situation. Prepares and maintains detailed written records of work performed and completed; records time, materials, and labor hours expended at each job site and/or customer account. This is not intended to be an all-inclusive listing of essential job functions; the performance of other essential functions may be required Knowledge, Skills & Abilities Experience in the construction, maintenance, repair, and operation of water distribution and wastewater collection systems. Skill in the safe operation of power and hand tools; and operation of trucks and/or trailers, backhoes, track hoes, front-end loaders, and grade-alls as needed. Skill in reading and interpreting maps, plans, and drawings; and reading and interpreting City policies and OSHA regulations, focusing on asbestos abatement, trenching, and shoring; confined space entry and forklift operation. Ability to maintain detailed written records and logs; comprehend and follow advanced oral and written instructions; and communicate and work effectively with supervisors, fellow employees, and the general public. Minimum Education & Experience Graduation from an accredited high school or vocational school, or possession of an acceptable equivalency diploma. Minimum of three years' experience in the construction, repair, and maintenance of water and wastewater utility systems. Must possess a certification of Asbestos Abatement Worker or obtain this certification within six (6) months from date of employment. An equivalent combination of education and experience that is determined to be directly related to the foregoing specific requirements may be substituted.. Special Requirements Must possess a valid State of Florida Class B driver's license with air brake and tanker endorsement with a good driving record as determined by the City of Winter Haven. Must be available outside regular work hours to respond to emergency situations involving the construction, maintenance, and repair of water and sanitary sewer lines. Absence of non-prescribed controlled substances in the applicant's system as verified by a laboratory approved by the City of Winter Haven.
