JOB SUMMARY
Supervise technical staff of Appraisers for the Assessor's Office, review priorities and workload, resolve conflicts, manage the review and processing of technical documents, verify the quality of the work performed and plan, assign, and review work of a group of employees, as well as, selecting, training, and disciplining individual employees under general supervision.
TYPICAL CLASSIFICATION ESSENTIAL DUTIES
Work in this classification requires an individual to be able to perform the essential job functions satisfactorily. Supervise work of Appraisers, assign projects, and assure work quality and timely accomplishment of assigned duties and responsibilities. Oversee and approve employee's work product and coordinate multiple activities and resources including staff, supplies, equipment, funds, and/or contract resources. Instruct staff in processing techniques and interpretation of technical documents and assure compliance to County policies and procedures. Assure the fair and equitable assessment of residential, commercial, and industrial property located within the County. Collect, compile, analyze, and maintain market data on residential, commercial, and industrial property. Supervise assigned projects, prioritize and assign task, and meet regularly with staff to discuss and resolve priorities, special assignments, problems, and technical issues. Supervise the review and processing of technical documents and verify the quality of the work performed. Train and cross-train Appraisers in a wide variety of technical functions. Meet with County staff and taxpayers to discuss and resolve property appraisal issues. Interpret and clarify State and County regulations and procedures. Review and process records and logs of services performed and prepare written reports. Review, approve, and complete complex splits and combinations, affidavits of affixture, and other specialty functions. Perform work of Appraiser as needed to manage workload. Edit and refine appraisal data and update database and perform quality control checks to assure data integrity. Maintain absolute confidentiality of work-related issues, customer records and restricted County information. Perform other related duties as required.
MINIMUM REQUIREMENTS TO PERFORM WORK
Associate's degree in Real Estate, Property Appraisal, or a related field. Four (4) years of experience as an Appraiser, Senior. Arizona residents must have a valid Arizona Driver's License upon hire; newly established Arizona Residents must have one within 30 days of hire. Appraiser Level 2 certification from Arizona Department of Revenue (DOR). Or an equivalent combination of relevant education and/or experience may substitute for education and/or experience only.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of appraisal principles, practices, and procedures. Knowledge of regulations and standards governing the appraisal of property. Knowledge of methods for compiling and analyzing property data. Knowledge of state laws governing the appraisal function, including Arizona Department of Revenue regulations. Knowledge of principles of record keeping and records management. Skill in assessing and prioritizing multiple tasks, projects, and demands and planning and coordinating the work of others. Skill in interpreting and applying state, Federal and County regulations, policies, and procedures. Skill in compiling and analyzing property data and preparing and maintaining accurate appraisal records. Skill in researching parcel information and performing accurate data entry and mathematical calculations. Ability to provide effective customer service and dealing tactfully and courteously with the public.
PHYSICAL DEMANDS
The work is sedentary requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires the ability to balance, climb, crouch, finger, reach, kneel, lift, push, pull, stand, stoop, walk, perform repetitive motion, operate motor vehicles and/or heavy equipment, hear, speak, and demonstrate mental and visual acuity.
