JOB SUMMARY
Collaboratively plan, organize and administer a comprehensive County-wide program(s), including fiscal and related strategic planning and performance management to support the mission and goals of the assigned department/division.
TYPICAL CLASSIFICATION ESSENTIAL DUTIES
Work in this classification requires an individual to be able to perform the essential job functions satisfactorily. Collaborates in the development and execution of the department/division's vision, mission and strategic plan. Assists in the management of day to day operations, supporting staff in achieving goals and objectives, responding to issues and emergencies. Identifies operational issues, problems, and deficiencies and recommends solutions. Assists in the development of budget and fiscal matters ensuring activities are in compliance with local, state and federal regulations. Provide management level supervision and leadership in support of staff in areas of administrative and operational concerns and assists with problem-solving and implementing improvements. Recommends, develops, and implements resource management and personnel improvement strategies. Assists with the development and implementation of internal policies and standard operating procedures, including the identification of relevant training needs. Performs needs assessments and analyzes the effectiveness of service delivery. Provides policy and regulation interpretation affecting assigned area. Monitors changes in legislation and provides recommendations for action to department management. Prepares analysis reports on operations or program effectiveness and results. Researches and identifies funding opportunities. Leads special projects as assigned by department management. Serve as a liaison with Human Resources on outreach and recruitment and other matters that may include the investigation and resolution of personnel matters. Promote and adhere to the workplace values of accountability, commitment, and teamwork to help enrich lives beyond expectation. Maintain absolute confidentiality of work-related issues, customer records and restricted County information. Perform other related duties as required.
MINIMUM REQUIREMENTS TO PERFORM WORK
Bachelor's degree in Public Administration, Business, Finance, Environmental Health or field related to assignment area. Three (3) years of experience in program implementation, evaluation, and business process improvement. Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of principles and practices of leadership and management. Knowledge of local, state, and federal rules, regulations, statutes, policies, and procedures relating to area of assignment. Knowledge of local, state and federal financial regulations including reporting and audit procedures. Knowledge of budgetary principles, practices, reporting requirements, accounting with special emphasis in reference to grants. Knowledge of principles and practices of effective employee supervision. Skill in effective performance management, planning, implementing, and monitoring programs. Skill in assessment, review and completion of intergovernmental agreements with funding sources and contractors. Skill in establishing and maintaining effective working relationships with managers, staff and other representatives of the county. Skill in computer skills, Window based software, word processing, spreadsheets, and email. Skill in leading work teams. Skill in planning, developing, and improving programs and procedures. Skill in management and administration of grants. Ability to lead special operational or organizational projects. Ability to supervise and administer programs. Ability to communicate and present complex information in public or closed meetings to a wide variety of audiences. Ability to respond to emergencies or stressful situations calmly, quickly, and decisively. Ability to follow written and verbal instructions. Ability to communicate effectively orally and in writing. Ability to establish and maintain effective working relationships with employees, other agencies, and the public.
PHYSICAL DEMANDS
The work requires Independent body mobility to stand, walk, bend, and sit for prolonged periods of time and/or drive a vehicle. Manual dexterity to reach, and grasp; manual dexterity to hand write or use computer keyboard; vision sufficient to see/read; hear and speak to communicate with customers in person and over the phone.

Work is performed in an office environment. The hiring salary for this position is dependent upon experience, qualifications and position funding; starting salaries above the midpoint require additional approval.
