Job Description

JOB Under minimal supervision, performs work of considerable difficulty developing and managing the daily business, and the administrative, personnel, financial and technology operations specific to the assigned department and acts for the department head on administrative matters.
EXAMPLE OF DUTIES
Supervises, manages, coordinates, trains, and evaluates the daily activities of assigned staff, which may include conducting staff meetings, evaluating staff's performance on a periodic basis, initiating and processing Employee Action Forms, reviewing and approving timesheets. Organizes and coordinates operations in ways that ensure maximum productivity. Designs and implements business plans and strategies to promote the attainment of department goals and objectives. Maintains database information and tracking of various office functions. Prepares and participates in on-going group and committee meetings. Prepares reports for management. Coordinates the preparation of reports of disbursements, special analyses, and information reports for management; presents recommendations for changes and/or improvements, monetary control, and adherence to budgets; may seek out and apply for alternative funding opportunities, monitor and ensure compliance with expenditure provisions and programmatic reporting requirements. Develops or assists with the development and implementation of policies and procedures consistent with those of the department to ensure efficient and safe operation. Develops and implements systems and processes to establish and maintain records for the unit or department. Performs other job-related duties as assigned.
SUPPLEMENTAL INFORMATION
Required Knowledge, Skills, and Abilities:
Knowledge of:
Terminology and procedures pertinent to the assigned department. Fiscal, budget, human resources, and administrative policies and procedures. Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline. Departmental clerical and office procedures, including various internal programs. Various data processing systems. Business English, spelling, grammar, punctuation, and composition. Research techniques and report writing. Microsoft Office 365 software. Filing and recordkeeping.
Skill in:
Management and supervision. Communicating effectively verbally and in writing and communicating orally in a face-to-face setting and by telephone with public and employees. Establishing and maintaining effective working relationships with employees, other agencies, and the public. Organization and adherence to detail.
Ability to:
Identify and investigate issues and develop corrective plans. Easily assimilate information from a variety of databases both to complete financial and personnel reports. Remain current in knowledge required to perform assigned duties. Handle confidential matters and maintain discretion always. Develop and maintain effective working relationships with associates, employees of other departments, representatives of other organizations, County officials, and the public. Keep management informed of key operating issues affecting the department. Remain current in knowledge required to perform assigned duties. Handle confidential matters and maintain discretion always. Act with courtesy, tact, and diplomacy.
Work Environment:
The work environment is associated with an office. The work area is adequately lighted, heated or cooled and ventilated.
Physical Requirements:
Ability to sit or stand for extended periods of time. Sufficient vision to read printed materials and a computer screen; hearing and speech ability to communicate effective in-person and telephonically. Capable of frequent repetitive movement of arms, fingers, and wrists. Ability to lift up to 30 pounds.
