PRIMARY PURPOSE
Plans, directs, supervises, and administers the City of Sunland Park MVD office, ensuring operations, staff, transactions, records, funds, inventory, systems, and customer service comply with City policy, the MVD partner agreement, New Mexico MVD requirements, and applicable state and federal law.
SUPERVISION RECEIVED
Works under the general supervision of the City Manager.
SUPERVISION EXERCISED
Supervises the MVD Assistant Manager, Motor Vehicle Clerks, and other assigned staff.
ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES
  • Oversees daily MVD operations and ensures accurate, timely, confidential, and professional service.
  • Maintains knowledge of the City's MVD partner agreement and serves as the primary contact for contract compliance, documentation, corrective actions, and TRD/MVD coordination.
  • Ensures compliance with the New Mexico Motor Vehicle Code, applicable NMAC requirements, MVD procedures, DPPA, REAL ID, information-security requirements, and applicable laws and policies.
  • Supervises processing of driver licenses/IDs, registrations, titles, permits, placards, authorized VIN inspections, voter-registration functions, and other authorized MVD transactions.
  • Reviews transactions, documents, scanned records, overrides, corrections, and staff work for accuracy, authorization, and compliance.
  • Plans schedules, workloads, assignments, customer coverage, and workflow; monitors productivity and service levels.
  • Hires, trains, coaches, evaluates, and disciplines staff under City policy; addresses performance and training deficiencies.
  • Ensures employees are authorized, trained, and qualified before processing transactions or accessing MVD systems, information, equipment, forms, or inventory.
  • Maintains required employee and compliance records, including rosters, background documentation, training, certifications, schedules, and State-required records.
  • Coordinates and documents required initial, refresher, remedial, security, fraud, confidentiality, procedural, and system training; implements MVD updates.
  • Coordinates State audits, inspections, investigations, and records reviews; responds to findings and corrective actions within required timeframes.
  • Controls State-issued inventory and supplies, including plates, decals, forms, permits, and credentials; completes inventories, resolves discrepancies, and submits reports.
  • Safeguards, balances, reconciles, documents, and reports MVD funds, fees, cash drawers, deposits, and financial records under State, City, and contract requirements.
  • Reviews daily closeouts and revenue reports and coordinates deposits, reconciliations, State remittances, and required financial reports.
  • Maintains internal controls for cash, inventory, system access, confidential records, and separation of duties; reports loss, theft, fraud, security incidents, or unauthorized disclosure.
  • Coordinates employee system access, permissions, updates, account changes, and removal of access with TRD/MVD.
  • Provides basic troubleshooting and coordinates with City IT and TRD/MVD on computer, telecommunications, scanner, printer, software, Tapestry, and equipment issues.
  • Protects confidential motor vehicle and personally identifiable information in accordance with law, MVD policy, and the City's agreement.
  • Resolves customer complaints, transaction errors, unusual transactions, and escalated issues; coordinates with MVD, law enforcement, financial institutions, dealerships, courts, and other agencies as needed.
  • Identifies and reports suspected fraud, identity concerns, law-enforcement hits, inventory discrepancies, and other irregularities under MVD procedures and law.
  • Develops and standardizes office procedures consistent with State and City requirements to improve accuracy, efficiency, accountability, customer service, and continuity.
  • Prepares operational, financial, personnel, inventory, performance, and compliance reports and maintains supporting records.
  • Develops and administers the department budget; monitors revenues and expenditures; prepares purchase requests and specifications; and manages City resources effectively.
  • Coordinates with City departments and State agencies and represents the City/MVD at meetings, training, conferences, and community or governmental functions.
  • Advises the City Manager and City officials on MVD operations, staffing, service delivery, compliance risks, and operational needs.
  • Maintains a safe, secure, accessible, customer-focused office and enforces applicable conduct, attendance, appearance, safety, and service standards.
  • Performs MVD transactions and counter duties as needed for coverage, complex issues, or staff support.
  • Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
1. Thorough knowledge of New Mexico MVD operations, policies, procedures, Motor Vehicle Code, and applicable state and federal requirements. 2. Knowledge of contract compliance, audits, employee authorization and training, records retention, confidentiality, inventory control, and financial accountability. 3. Good working knowledge of computers and office technology. 4. Proficient in data entry, email, internet applications, scanning, file management, word processing, spreadsheets, and MVD transaction systems, including Tapestry. 5. Ability to review transactions and reports, identify errors or irregularities, maintain accurate records, and protect confidential information. 6. Knowledge of cash handling, reconciliation, deposits, internal controls, basic accounting, inventory, and reporting. 7. Ability to interpret and apply laws, regulations, contracts, policies, manuals, procedures, and written or technical instructions. 8. Strong supervisory and leadership skills in scheduling, training, coaching, performance management, conflict resolution, and accountability. 9. Ability to exercise sound judgment, analyze complex transactions, identify compliance risks, and escalate issues when required. 10. Ability to communicate clearly and professionally, orally and in writing, with customers, staff, officials, agencies, law enforcement, dealerships, financial institutions, and other stakeholders. 11. Ability to provide courteous customer service and resolve difficult interactions while maintaining confidentiality, professionalism, and compliance. 12. Ability to manage multiple priorities, meet deadlines, maintain attention to detail, and work effectively in a high-volume environment. 13. Ability to maintain effective working relationships and promote a professional, cooperative, accountable, service-oriented workplace. 14. Ability to prepare reports, correspondence, spreadsheets, presentations, procedures, and administrative documents. 15. Ability to stay current with and implement changes to MVD law, policy, procedures, systems, and contract requirements.
MINIMUM QUALIFICATIONS
EDUCATION
AND EXPERIENCE
  • Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Management, Accounting, Finance, or a related field.
  • Five (5) years of progressively responsible related professional or administrative experience, including supervisory or lead experience. An equivalent combination of education, training, and related experience totaling nine (9) years may substitute for the stated requirements.
  • New Mexico MVD state, municipal, county, or partner-office experience is strongly preferred.
  • Bilingual English/Spanish proficiency is desirable.
LICENSES, CERTIFICATIONS AND OTHER REQUIREMENTS
  • Valid driver's license and ability to meet City driving and insurability requirements when applicable.
  • Must complete and remain eligible under required background, fingerprinting, criminal-history, and MVD employee-authorization requirements.
  • Must obtain and maintain required MVD training, certifications, system authorizations, security, confidentiality, fraud-detection, and other applicable credentials.
  • Must obtain and maintain Certified VIN Inspector or other MVD certifications when required for services performed.
  • Must remain eligible to access MVD systems and confidential motor vehicle information.

CONDITIONS
Work is primarily in a high-volume public office with extensive computer, telephone, scanning, and customer interaction. Work may involve deadlines, interruptions, complex transactions, confidential information, difficult customer interactions, and occasional travel or outdoor vehicle/VIN inspection duties. Must be able to sit or stand for extended periods; use standard office equipment; review electronic and paper documents; communicate effectively; and occasionally lift or move office supplies or MVD inventory, consistent with City policy and applicable accommodations.
