Important Notice:
This position is funded through the Fairfax County Work Experience Program that supports federal government employees and federal contractors transitioning out of federal service . Eligibility for this role is determined solely by the requirements of the grant funding that supports this program. Program Eligibility Requirements (Required by Grant Funding) To be considered for this role, applicants must meet all of the following conditions: Experienced an involuntary separation (layoff or reduction-in-force) from a federal agency or a federal contractor on or after January 24, 2025 . Applied for unemployment insurance benefits following that separation. Not accepted a voluntary early retirement package , as these cases are not eligible under the terms of the funding. Because these requirements are mandated by the grant provider, individuals who do not meet all conditions above are not eligible for this program or this position.
Position Details Location:
Primarily remote (Occasional in-person activities may occur within the Washington, DC metro area.)
Compensation:
Up to $30 per hour (Additional compensation may be possible depending on work performed and program rules.)
Length of Engagement:
8 weeks. Opportunity to convert to a permanent full-time role depending upon performance after 8 weeks.

As we continue to grow, we are seeking a proactive, strategic, and relationship‑driven Business Development Specialist to expand our presence across the U.S. Government and government contracting landscape. Position Overview The Business Development Specialist (Government Sales) will drive business growth by building and managing a robust pipeline of federal, state, and local government opportunities; developing relationships with government leaders and prime contractors; and supporting the creation of compelling materials—including pitch decks—that advance Porta Strategies' market footprint. This role is primarily remote, with minimal in‑person travel generally within the DC metro area for meetings, conferences, and client engagements. Key Responsibilities Pipeline Development & Management Build, manage, and continuously refine Porta Strategies' government sales pipeline. Conduct systematic outreach to federal government decision‑makers. Engage with prime contractors and teaming partners to identify subcontracting and partnership opportunities. Monitor SAM.gov, GovWin, agency forecasts, and federal budget priorities to identify emerging opportunities. Track and report pipeline health, pursuit strategies, and win‑readiness indicators. Maintain accurate opportunity records, follow‑ups, and milestones in the CRM/pipeline tracker. Outreach, Engagement & Meetings Schedule and conduct targeted outreach campaigns (email, calls, LinkedIn, events). Lead or support in‑person business development meetings with government clients, primes, and industry stakeholders (primarily within the DC region). Represent Porta Strategies at relevant conferences, trade associations, and networking events. Sales Enablement & Proposal Support Develop high‑quality pitch decks, capability statements, and briefing materials tailored to agency missions. Support capture activities, including gathering intel, understanding requirements, and identifying competitors/partners. Contribute to proposal development as needed (writing, formatting, gathering past performance, etc.) Market Intelligence & Strategy Monitor federal contracting trends, policy changes, and mission needs relevant to Porta Strategies' service areas (illicit finance, sanctions, crypto, national security). Identify growth opportunities aligned with the company's strategic vision. Surface insights to leadership on competitor activity, market positioning, and partnership options. Minimum Qualifications 5+ years of experience in business development, sales, or partnership management—ideally in the government market. Strong communication, relationship‑building, and presentation skills. Ability to work independently in a remote environment while meeting deadlines. Experience with pipeline management tools (CRM, spreadsheets, or BD software). Familiarity with federal procurement processes, GovCon teaming structures, and opportunity identification best practices. Preferred Qualifications Experience working with or selling to U.S. Government agencies. Existing network within federal civilian, defense, or intelligence community markets. Experience coordinating with prime contractors and integrators. Prior exposure to financial crime, AML/CFT, national security, or risk management domains.
