NEW Solutions connects experienced workers (ages 55+) with the Bureau of Land Management (BLM). These experienced professionals provide administrative, scientific, technical, and other professional skills that support the Bureau of Land Management through the Experienced Services Program (ESP).
There are two positions available. Both positions support the Bureau of Land Management Carlsbad Field Office. They are on-site positions.
Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. Both positions are currently funded for an estimate of 1508 hours. The enrollment relationship between NEW Solutions and the Enrollee is an "at-will" relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

Duties:
Technical Advice and Assistance:
Participates in preparation and monitoring plans to assess, improve or expand natural resources, and to alleviate or eliminate detrimental management impacts created by other resource uses upon the landscape. Carries out investigations in tandem with agency staff into complex natural resources concerns. Participates in the preparation and/or review of land use plans and environmental compliance documents. Implements natural resource plans by developing land improvement projects using highly specialized methods and techniques. Evaluates performance and recommends alternatives when necessary. Prepares project files and quality checks to estimate materials, supplies and work-months and creates records. Supports an interdisciplinary team of BLM specialists to draft or review analysis of potential impacts to natural resources by proposed land uses within BLMs multiple use mission to ensure that they are consistent with BLM policies and management. Coordinates collaboration with BLM staff, government representatives, external representatives of private and public institutions, public land user groups and others. Provides professional expertise related to natural resources in the management of BLM administered lands, including providing technical advise to staff resource specialists, monitor and prepare technical reports, and perform complex analysis using specialized techniques. Supports and monitors the collection, entering, updates, and maintenance of natural resources data according to prescribed BLM and program standards. Ensures data quality and integrity by quality checking junior agency staff adherence to quality control standards and procedures. Coordinates and reviews the preparation of inspection and enforcement reports to document compliance/noncompliance with multiple use actions authorized by right of way or permit. Where noncompliance is found, work with other resource specialists and Technical Advisor to prepare appropriate enforcement document recommendations, including Notices on Noncompliance. Provides on-the-job training and user assistance to seasonal or other Field Office employees to accomplish habitat monitoring, habitat improvement construction and maintenance, and wildfire/riparian/fisheries data management, including the use of automation.
Program Support Duties:
Advises state or field leadership on natural resources concerns. Participates on teams of local groups to promote and sustain cooperative national resources conservation interest and volunteerism. Serve as initial point of contact for individual and local/regional natural resources groups, ascertains the nature of problems, and resolves most issues on a day-to-day basis.

Qualifications:
HS/GED Degree with minimum additional experience of 20 year(s) in Agronomy and surface use multi-resource impact analysis for development of authorized activities.
Experience doing impact analysis of surface use and reclamation of disturbed area from permitted and authorized activities.
Experience required with Windows, MS Word, MS Excel, MS Access, MS Teams, MS SharePoint, ArcGIS

Physical requirements: The work requires performing both office and field work. The office work is primarily sedentary and may require walking, standing, and carrying light items, such as books, small instruments or samples and other similar materials. While at the field office, the incumbent may occasionally lift materials such as fence posts, barbed wire, and seedbags, etc. requiring lifting loads up to 50 pounds. The office work environment will include regular contact with work associates. Field duties involve long hours of driving, hiking, climbing, and other forms of outdoor physical activities in remote locations. Occassional project construction work may be physically demanding, such as building or removing fences, constructing wildlife guzzlers, developing springs, etc. Field work will involve outdoor exposure including some discomfort in extremes of temperature or inclement weather, and may subject the enrollee to hostile wildlife and physical hazards.
