Assignment Description The Measurement Analyst is responsible for ensuring the accuracy and integrity of volumetric and compositional measurement data used in revenue allocation and management review. This role requires advanced analytical skills, technical proficiency, and a commitment to regulatory compliance. Key Responsibilities Perform pre-close measurement procedures within established deadlines. Identify, research, analyze, and report measurement problems; provide logistical and technical support to Measurement Operations. Compile, review, and transfer final volumetric and compositional analysis data to revenue accounting, marketing, and commercial departments. Validate preliminary and closed measurement data for accuracy and completeness, applying Phillips 66 measurement standard operating procedures. Investigate discrepancies and confirm or correct volume information. Produce measurement data for timely handoff to accounting for monthly allocations, settlement, and balancing, meeting the closing deadline of the 5th workday each month. Resolve issues identified during the closing process promptly. Communicate effectively with Measurement Specialists, Measurement Technicians, and Accounting to resolve data and balance issues. Interface with internal and external customers to provide reports, data, and resolve issues in a timely manner. Ensure compliance with federal and state regulatory agency reporting and documentation requirements, including Sarbanes Oxley, BLM, and other applicable rules and regulations. Required Qualifications Legally authorized to work in the job posting country. Associate degree from an accredited community college or completion of a certificate program in a related technical discipline from an accredited post-secondary school. Relevant measurement experience may be considered in lieu of a degree. Two or more years of experience in the oil and gas industry. Two or more years of experience analyzing and interpreting data, identifying trends, and researching variance drivers. Two or more years of experience with FLOWCAL, TestIT, and Power BI. Advanced math skills, including percentages, averages, order of operations, exponents, standard deviations, min/max values, and equation solving. Demonstrated understanding of gas measurement fundamentals, including the principles and operation of orifice meters. Must be able to apply industry standards (such as
AGA3, API
14.3, and
GPA 8185
) for orifice measurement, interpret differential pressure readings, and utilize standard calculations to determine gas flow rates. Accurate data entry skills. Intermediate proficiency in Microsoft Excel (including mathematical and functional formulas), Word, and Outlook. Excellent written, verbal, listening, and comprehension skills. Ability to work both independently and as part of a team. Strong decision-making, analytical, and critical thinking skills, with the ability to recognize data trends and anomalies. Detail-oriented, highly organized, and able to efficiently prioritize and execute tasks. Preferred Qualifications Three or more years of measurement experience within a midstream organization. Three or more years of experience with electronic flow measurement systems, flow computer operation, and data acquisition via telecommunication and SCADA systems. Experience with the calibration, inspection, and troubleshooting of orifice measurement systems.
