Orange County Environmental Protection Division (EPD) is seeking a motivated individual to join our Petroleum Restoration Program (PRP) team as an Environmental Specialist I (ESI), Environmental Specialist II (ESII) or Senior Environmental Specialist (SES). This position performs a variety of analytical and project management duties related to the environmental assessment and remediation of petroleum contaminated sites.Job Description General Functions :
Manage the assessment and remediation of petroleum contaminated sites including researching site history, reviewing technical reports, preparing review letters, developing scopes of work, utilizing and maintaining a variety of databases, interacting with consultants, managing funding for state-funded cleanup sites, and meeting deadlines and quality standards as required by Orange County EPD's contract with the Florida Department of Environmental Protection (FDEP).Representative Duties/Assignments :
Perform site management of active petroleum contaminated sites. Research site history using all available resources including Storage Tan Contamination Monitoring (STCM), OCULUS, FDEP Contamination Locator Map (CLM), Orange County Property Appraiser's Office information and other relevant databases and resources. Project management tasks such as writing scopes of work, managing purchase orders and negotiating request for changes in Ariba on Demand (AOD) and My Florida Market Place (MFMP) with external contractors. Review technical reports for conformance and completeness pursuant to Chapter 62-780 & 62-777 of the Florida Administrative Code, standard operating procedures and associated FDEP guidance documents. Generation of task approval letters (technical writing) and management of project funding (spreadsheet tracking). Review contractor invoices for accuracy and back up documentation. Collaborate with others members of the program as needed to develop technical skills including the Program's Professional Engineer and/or Professional Geologist. Perform site visits and operation and maintenance inspections to satisfy contract requirements as well as to assist in decision-making on the sites. Schedule and lead meetings (in-person at petroleum contaminated sites, at the EPD office, or virtually as appropriate) with contractors, property owners and responsible parties. Answer questions from contractors, lenders and citizens concerning petroleum-contaminated sites. Attend FDEP training, teleconferences and conferences. Attend other training when applicable for continuing education. Perform other related duties assigned.Minimum Qualifications :
Environmental Specialist I (ESI) Requires an Associate's degree from an accredited institution or the equivalent of two years of full-time undergraduate study major course work in Environmental or Civil Engineering, the natural sciences, or a related field. Must be able to perform job related tasks, which would include but not be limited to: climbing, walking over uneven ground, exposure to dust and fumes, and occasional exposure to adverse weather. Based on area of assignment, may be required to possess and maintain a valid Florida Operator license. Environmental Specialist II (ESII) Graduation from an accredited four-year college or university with major course work in Environmental or Civil Engineering, the natural sciences, or a related field and one year environmental experience. Must be able to perform job related tasks, which would include but not be limited to: climbing, walking over uneven ground, exposure to dust and fumes, and occasional exposure to adverse weather. Based on area of assignment, may be required to possess and maintain a valid Florida Operator license Senior Environmental Specialist Graduation from an accredited four-year college or university with a Bachelors Degree and major course work in Environmental or Civil Engineering, Geology, the natural sciences, or a related field and three years of environmental experience. Must be able to perform job related tasks, which would include but not be limited to: climbing, walking over uneven ground, lifting up to 50 pounds, exposure to dust and fumes, and occasional exposure to adverse weather.Preferences :

certification or be able to obtain within 1 year of hire (Orange County EPD will pay for this training). Experience using the Storage Tanks Compliance Monitoring (STCM) database and OCULUS document management system. Familiarity with Florida Department of Environmental Protection Petroleum Restoration Program.
