Summary Performs professional, administrative, technical, and managerial work supporting regional public health emergency preparedness and volunteer coordination, thereby improving regional resilience to health crises and disasters. Serves as a Public Health Emergency Planner for Barnstable County's implementation of both the Public Health Emergency Preparedness (PHEP) and Medical Reserve Corps (MRC) grants; all other related work, as required. Supervision Operates under the supervision of the Deputy Director. Performs varied, responsible professional administrative work. Work is generally performed independently with oversight by the supervisor who may provide oral or written instructions concerning assignments. Ensures timely completion of Public Health Emergency Preparedness (PHEP) and Medical Reserve Corps (MRC) grant deliverables as issued by Massachusetts Department of Public Health (MDPH) for each budget period. Supports regional collaboration for public health emergency preparedness with local health departments, emergency managers, and community organizations across Cape Cod, Martha's Vineyard, and Nantucket. Facilitates community-level planning efforts for relevant emergency management components in line with applicable PHEP deliverables, travelling as needed to communities in the region to provide onsite support and facilitation. Plans for and participates in exercises, workshops, drills, and readiness activities to evaluate and improve regional response capabilities and enhance volunteer readiness. Prepares After-Action Reports and Improvement Plans (AAR/IP) within 60 days of exercises or real-world incidents. Plans and manages Cape Cod MRC involvement in the Barnstable County Regional Shelter Plan, including deployment during emergencies. Coordinates with local and state entities to integrate the Cape Cod MRC activities with broader emergency preparedness plans. Plans and manages routine Cape Cod MRC deployments, training events and outreach sessions. Ensures Cape Cod MRC activities are reported through appropriate channels, including the Federal MRC portal. Uses the MA Responds platform for Cape Cod MRC volunteer interactions, including credentialling, approving, and communicating with volunteers. Prepares grant reports, compliance documentation, and approval packages related to grant-funded trainings and exercises. Performs similar or related duties, as required, or as situation dictates. Recommended Minimum Qualifications Education and Experience Bachelor's degree in public health, emergency preparedness, emergency management or closely related field. Registered Nurse preferred. 3 to 5 years of experience in a public health or emergency preparedness related field. Or equivalent combination of education and experience. Experience with volunteer coordination and regional planning preferred.

FEMA ICS

100, 200, 300, 700, and 800 certifications (plus ICS 300 within 6 months of hire).

Valid Driver's License Knowledge:

General proficiency in Word, Excel, Power Point, database software and general computer operations. Public speaking and staff training.

Ability:

Ability to work in a fast-paced environment and meet deadlines.

Skill:

Computer skills, organization skills, oral and written communication skills. Job Environment Most work is performed in a typical office setting. Some work is performed outside the office working with Local Health Agents, attending events where volunteers might be recruited, or attending relevant training events. Occasional evening/weekend meetings may also be required. In emergency situations, employee is expected to remain available after hours in a 24-hour-7day a week manner for emergency response.
