Overview Advanced Technologies and Laboratories (ATL), a Planned Systems International (PSI) company, is hiring for a LOTO Specialist in Richland, WA. This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD). Essential Functions and Job Responsibilities Our 222-S Laboratory team is seeking an Operations LOTO (Lockout/Tagout) Specialist (OLS) who will be trained to participate in the safe and compliant implementation of the Hanford Site LOTO Process at 222-S. The OLS will create LOTO Tag Authorization Forms (TAF) and Tags by utilizing drawings, engineering, and subject matter experts to determine proper lockout points for safe installation for employees. The OLS will brief the LOTO TAF and Tags to the workers for installation, verification, safe condition checks, and safe-to-work checks. The OLS will interface with diverse groups such as operations, maintenance, engineering, management, construction, Other Hanford Contractors (OHC), bargaining unit, and other project support staff. Additionally, the OLS will provide support to the Field Work Supervisor (FWS), involving a range of operational and maintenance activities. The Operations LOTO Specialist duties and responsibilities include, but are not limited to: Conduct the safe and compliant implementation of the Hanford Site Lockout/Tagout (LOTO) program at 222-S Laboratory; Act as interpretive authority on applicable procedures and ensure accuracy and timely development and revision; Review operations to develop plans to improve efficiency and reduce exposure to radiation and hazardous materials; Analyze complex equipment and systems problems to determine corrective actions to return equipment and systems to normal service; Perform and coordinate procedure reviews and the review and analysis of specific plant operating problems; Maintain awareness of Laboratory status and field work; Support Field Work Supervisor with pre-job briefing to ensure personnel involved in the work activity are familiar with the work scope hazards, hazard controls, precautions, limitations, required training, applicable procedures, and response to emergencies; Provide leadership and oversight for ensuring the requisite level of conduct of operations, safety management program implementation, and compliance in the planning and execution of these activities; and Promote a positive, safety-conscious, and collaborative work environment consistent with the HLMI mission, vision, and values. Other duties as assigned. Minimum Requirements Bachelor's degree (BA/BS) in related field and 8 years of related experience, or equivalent combination of education and/or experience. Due to the nature of the government contract requirements and/or clearance requirements, U.S. citizenship is required. Desired Qualifications Experience with Nuclear Operations either on a Department of Energy (DOE) site or commercial site. Previous experience with
DOE, DNFSB
staff and regulators desirable. Previous experience with the 222-S Laboratory desirable. Knowledge of and working experience with DOE-0336
Hanford Site LOTO Procedure. Compensation Grade 18: $109,013 - $137,538 The grade level offered to the selected candidate will be based on business needs and the candidate's education, training, and/or relevant experience.
