Key Responsibilities:
Epidemiologic Analysis & Overdose Surveillance Conduct epidemiologic analyses to identify trends, patterns, hotspots, risk factors, and disparities related to drug overdose, substance use, and associated health outcomes. Support statewide nonfatal and fatal overdose surveillance activities. Develop expertise in the Electronic Surveillance System for the Early Notification of Community-based Epidemics (ESSENCE) and support syndromic surveillance activities. Evaluate, develop, and validate overdose surveillance case definitions, including definitions for emerging substances and drug classes such as medetomidine, cannabis, vape shop products, stimulants, and other emerging substances. Analyze relationships between exposures, interventions, and health outcomes using large administrative, clinical, surveillance, and public health datasets. Support evaluations of overdose prevention and intervention strategies, including prescribing limits, naloxone distribution, provider education, and other statewide initiatives. Produce epidemiologic reports and analyses focused on substances and populations of interest, including buprenorphine and stimulants. Assess data quality, completeness, consistency, and validity across surveillance and administrative datasets. Data Integration, Management & Statistical Analysis Integrate and analyze data from multiple sources, including CSMD/PDMP, HDDS, Vital Statistics, ESSENCE, REDCap, and other health-related systems. Support data linkage and integration efforts across surveillance and public health data systems. Apply epidemiologic methods, study design principles, statistical modeling, and analytical techniques to answer public health questions. Use statistical software and programming languages such as R, SAS, SQL, Stata, or similar tools to conduct analyses and automate recurring processes. Develop reproducible analytical workflows and document methodologies, assumptions, and processes. Identify opportunities to improve data collection, integration, quality, and analytical efficiency . Reporting, Dashboards & Data Visualization Develop and maintain standardized monthly overdose burden reports and other recurring surveillance products. Create automated reporting tools to efficiently generate monthly and ad hoc trend reports. Develop dashboards, visualizations, maps, charts, and other data products that communicate overdose trends clearly and effectively. Use tools such as Tableau, R, or similar visualization platforms to translate complex analyses into accessible products. Conduct quality assurance reviews before dissemination to ensure reports and visualizations are accurate, complete, and consistent. Present surveillance findings and provide technical guidance on the interpretation of overdose trends. Develop products for both technical and non-technical audiences, including public health professionals, healthcare providers, state agencies, community partners, and leadership. Collaboration & Stakeholder Engagement Collaborate with epidemiologists, statisticians, data analysts, program managers, healthcare providers, regional and local health partners, and other multidisciplinary stakeholders. Facilitate and support a statewide Overdose Working Group, including organizing and leading monthly meetings. Develop meeting agendas, distribute reminders and materials, document meeting discussions, and maintain meeting notes and resources. Structure engaging meetings that incorporate current overdose trends, subject matter expert presentations, partner updates, and opportunities for discussion. Identify, recruit, and build relationships with new partners, including regional epidemiologists, local health departments, state agencies, healthcare organizations, and other stakeholders. Coordinate subject matter expert presentations focused on overdose-related research, surveillance, and evidence-based interventions. Develop and maintain a shared working group resource hub containing meeting materials, presentations, data products, and other resources. Support the planning and execution of an annual in-person Overdose Working Group meeting, including partner updates, success stories, program spotlights, evaluation activities, and participant coordination. Provide technical assistance to partners to help them understand and effectively use overdose data. Training, Communication & Public Health Action Train team members and partners on ESSENCE workflows, surveillance definitions, data management processes, and analytical methods. Communicate complex epidemiologic findings clearly to technical and non-technical audiences. Prepare technical reports, presentations, summaries, grant materials, research products, and other written communications. Translate data and analytic findings into actionable recommendations for overdose prevention and response. Present findings to internal and external stakeholders as needed. Contribute to grant applications, research studies, publications, conferences, and presentations. Data Security, Quality & Governance Ensure data quality, security, confidentiality, and appropriate use in accordance with
HIPAA, TDH
data governance policies, grant requirements, and applicable regulations. Follow established procedures for handling sensitive public health and health-related information. Conduct quality assurance and validation activities throughout the data analysis and reporting process. Maintain clear documentation to support reproducibility, transparency, and continuity of surveillance activities. Required Qualifications Master's degree in Epidemiology, Public Health, Biostatistics, Data Science, or a related field. At least 2 years of experience in public health, epidemiology, analytics, surveillance, or a related field. Demonstrated experience conducting epidemiologic or statistical analyses using large datasets. Proficiency in at least one analytical programming/statistical language such as R, SAS, Stata, or similar. Strong SQL skills and familiarity with relational databases. Experience with data visualization tools such as Tableau, R, or similar platforms. Knowledge of public health data sources, epidemiologic methods, and surveillance systems. Strong written and verbal communication skills. Ability to communicate complex analytical findings to both technical and non-technical audiences. Ability to collaborate effectively with multidisciplinary teams and manage multiple projects simultaneously. Ability to work independently, prioritize competing responsibilities, and meet deadlines. Must be able to work in the office at least 1 day per week. Preferred Qualifications MPH, PhD, or advanced degree in Epidemiology, Biostatistics, Public Health, Data Science, or a related field. Experience with overdose, substance use, injury, or other public health surveillance programs. Experience with ESSENCE or other syndromic surveillance systems. Experience working with PDMP/CSMD, hospital discharge, vital statistics, emergency department, or other large administrative health datasets. Experience linking or integrating multiple public health datasets. Experience with REDCap or similar data collection and surveillance platforms.
