Agency Dept of Environmental Quality Division Waste Management Job Classification Title Geologist/Hydrogeologist (NS) Position Number 60034632 Grade NC18 About Us The primary mission of the North Carolina Department of Environmental Quality (DEQ) is to provide science-based environmental stewardship for the health and prosperity of all North Carolinians. The North Carolina Department of Environmental Quality (DEQ) is the lead stewardship agency for the protection of North Carolina's environmental resources. The organization, which has offices from the mountains to the coast, administers regulatory programs designed to protect air quality, water quality, and the public's health, and works to advance in all-of-the-above energy strategy that fits North Carolina's needs. DEQ also offers technical assistance to businesses, farmers, local governments, and the public and encourages responsible behavior with respect to the environment through education programs provided at DEQ facilities and through the state's school system. DEQ touches the lives of all North Carolinians in many ways to enhance and ensure our quality of life. Description of Work This hydrogeologist position will serve as a Project Manager who will manage the stewardship of closed sites in various programs in the Superfund Section and Brownfields Redevelopment Section to ensure that post closure requirements are being maintained to prevent exposure to contamination. The Project Manager will oversee the stewardship of sites that have existing land use restrictions and/or are undergoing redevelopment/reuse. Work will include review of complex geological/hydrogeological reports, plans, designs, etc. to ensure that contamination is handled properly to prevent exposure. Other duties include performing risk assessments that apply geologic principles to ensure safe redevelopment.
Key Responsibilities:
  • Provide technical oversight, evaluate land use, guide environmental assessment, and conduct risk evaluations for the purposes of ensuring that prospective developers and/or property owners protect public health and the environment when redeveloping brownfield properties and ensuring compliance with existing Brownfields Land Use Restrictions.
  • Use factors such as chemical types, concentration levels and exposure routes (such as direct contact, surface water, groundwater, and air) the hydrogeologist will conduct risk assessments using DEQ established protocols and tools.
  • Conduct risk evaluations from various site media to determine vapor intrusion risk, review vapor mitigation designs for completion in accordance with existing DEQ guidance and evaluate pre- and post-occupancy data to determine if vapor mitigation systems are functioning as intended.
  • Present and communicate technical information to stakeholders.
