This position ensures consistency and timely agency action regarding domestic and municipal wastewater related discharge permits issued pursuant to New Mexico¿s Ground and Surface Water Protection regulations (20.6.2 NMAC). The position directly supervises 3 to 5 technical staff, serves as a highly specialized technical position within the bureau regarding major domestic wastewater issues, guides bureau staff in processing domestic wastewater discharge permit applications for major domestic wastewater facilities, and manages a limited caseload of permits. How does it get done? Improve program effectiveness through positive personnel management utilizing personal technical expertise Oversee 3-5 technical staff deliverables e.g., program applications, inspections, and water quality analysis Oversees and monitors permittees to ensure compliance with permit conditions Coordinates work with other water resource professionals including any relevant local, state, and federal agencies Ensures the work of the team is performed in accordance with overall management objectives Promote clear communication, ensures adherence to administrative procedures and program objectives, and contributes to initiatives that improve program performance and operational efficiency Collaborate with internal staff, contractors, regulatory agencies, and the regulated community to provide technical guidance, resolve project issues, and support effective project implementation Who are the customers? Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage under sometimes stressful situations as well as outside of the office. Some sitting, standing, bending and reaching may be required. Must be able to lift 50 lbs. Infrequent travel is required.
