Introduction \r\n\r\n\r\n\r\nThe Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System ("System"). The System is a defined benefit retirement system covering governmental employees within the State of Maryland. It's composed of twelve (12) separate retirement and pension systems with over 50 different rule sets. Baltimore St.�\r\nBaltimore, MD 21202\r\n Main Purpose of Job \r\nThe Managing Director - Venture Capital and Co-Investment, works directly with the Board of\r\nTrustees, Investment Committee, Executive Director, Chief Investment Officer, Deputy Chief Investment Officers, external\r\nconsultants, external managers and others in the development, implementation\r\nand maintenance of broad investment policies established by the Board of\r\nTrustees. �This position reports to the\r\nDeputy Chief Investment Officer - Private Markets and oversees a professional\r\nstaff of 4 individuals.� \r\nResponsibilities\r\ninclude but are not limited to:\r\n�\r\n\r\n Lead a team of investment professionals\r\n responsible for meeting the risk and return objectives of venture capital\r\n and private equity co-investments.\r\n Establishes overall strategic\r\n investment program management goals, standards and controls to meet asset\r\n class and total fund objectives and the levels of resources required.� Recommends and assists with determining\r\n appropriate benchmarks/indices/guidelines for evaluating investment\r\n performance.� Forecasts market\r\n changes based on economic and industry analyses.\r\n Provides direct leadership,\r\n oversight, management and career development of professional investment\r\n staff. \r\n Provides oversight and\r\n management of external venture capital managers, consultants, and others\r\n with respect to the management of the investment program.\r\n Ensures that the integrity of\r\n the established investment framework is maintained, policies and\r\n procedures are implemented as intended, with an awareness of appropriate\r\n rules, laws, regulations and compliance controls.\r\n Identifies potential areas of\r\n vulnerability and risk, develops / implements corrective action plans for\r\n resolution, and provides guidance on mitigation of similar situations in\r\n the future.\r\n Provides guidance, input and\r\n recommendations for investment strategies and on projected strengths and\r\n weaknesses of investment approaches.\r\n \r\n Serves as an independent\r\n reviewer and evaluator to ensure that investment issues / concerns are\r\n being appropriately monitored, evaluated, investigated, resolved and\r\n communicated.\r\n Designs and develops\r\n quantitative and analytic models and tools to help identify attractive\r\n venture capital and co-investment strategies and opportunities and monitor\r\n and mitigate various types of risk associated with these investments.� Gathers data, analyzes results, and\r\n communicates performance results.\r\n Manages the due diligence process for investing in venture capital managers and private market co-investments and makes investment recommendations to the Chief Investment Officer.�\r\n\r\n�\r\n\r\n
POSITION DUTIES
Job duties included but not limited to:\r\n\r\n\r\n Establishes\r\n program goals, standards, and controls for venture capital and private equity\r\n co-investments to meet risk and return objectives.��\r\n Oversees\r\n investment professionals and financial resources of the investment management\r\n program.��\r\n Ensures\r\n the integrity of the established investment framework through implementation of\r\n policies and procedures, awareness of rules, laws, and regulations by\r\n professional investment staff, external investment managers, and consultants.�\r\n Monitors\r\n and manage relationships with external venture capital investment managers and\r\n private equity co-investments.��\r\n Identifies\r\n investment opportunities and leads the due diligence process for venture\r\n capital and private equity co-investments by participating in meetings,\r\n reviewing portfolio holdings and strategies, and analyzing performance.� Represents\r\n the Agency before senior managers, external investment managers, consultants\r\n and others concerning performance relative to objectives.��\r\n Develop\r\n strategic plans for portfolio construction based on macroeconomic analysis and\r\n thematic investment views. Performs\r\n other duties and responsibilities as may reasonably be expected in investment\r\n strategy, risk mitigation and division management.\r\n\r\n\r\n\r\n� �\r\n\r\n\r\n\r\n
MINIMUM QUALIFICATIONS
Education:
\r\nFour-year degree\r\nfrom an accredited four-year college in Science, Economics, Finance Accounting, Business Administration, Public Administration or similar fields of study.\r\n
Experience:
\r\nEight years of professional investment experience, portfolio construction, and\r\ninvestment decision-making.\r\n
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications:
\r\n\r\n\r\n\r\n�\r\nSupervisory experience of one or more\r\nindividuals� ��\r\n�\r\nCFA, CAIA, or\r\nFRM�designation��\r\n�\r\n10 years or more of progressive\r\nresponsibility in investments related to real estate, infrastructure and\r\nnatural resources experience\r\n�\r\nExperience working within a Total Portfolio\r\nApproach framework\r\n�\r\nThe candidate should also be knowledgeable\r\nregarding best practices to promote and maintain an equal employment\r\nopportunity work environment that is in compliance with applicable laws, rules\r\nand regulations\r\n\r\n\r\n
