We are seeking passionate individuals for the role of�Director of Quality Assurance (QA) (Program Manager III), so join our team and make a meaningful impact on youth and the community at DJS!�\r\n\r\n\r\nThe Director of the Quality Assurance Unit provides executive leadership and strategic oversight for the three audit teams: Facility, Field Operations/Technical Assistance, and Juvenile Services Education Program (JSEP), within the Office of the Inspector General, Maryland Department of Juvenile Services. This position manages and oversees the QA Unit, which is responsible for the development and implementation of a performance-based quality assurance process for DJS residential/committed treatment facilities, field operations, and JSEP. The QA Unit assesses programs to determine whether they are in compliance with all applicable federal, state, and departmental laws, regulations, and standards, while promoting youth safety, quality of services, and continuous improvement across the Department's continuum of care. The QA process includes assessing compliance with program requirements, providing technical assistance, promoting continuous program improvement, and recommending systemic improvements. The Director of QA contributes to policy development, identifies and advocates for needed systemic improvements, and collaborates with leaders to strengthen DJS service delivery.\r\n
POSITION DUTIES
Works directly with the Deputy Inspector\r\nGeneral, Inspector General and other executive\r\nleadership staff to advance the well-being and safety of youth in DJS care to\r\nmeet the Department's vision, mission, goals and objectives. This includes, but is not limited to, the\r\nfollowing:\r\n\r\n\r\nManages the development and revision of\r\nquality assurance tools that are used in the performance of facility, field,\r\nand JSEP audits to determine compliance with department policies and\r\nprocedures, applicable laws and regulations, and best practices.��\r\n\r\n\r\nCoordinates the preparation, timely dissemination, and interpretation of\r\nquality assurance reports to DJS personnel and external stakeholders as\r\nappropriate.��\r\n\r\n\r\nWorks with DJS administrative and\r\nprogram personnel to identify and implement quality improvement strategies and\r\ndevelop corrective action plans, provides technical assistance, and monitors\r\nprogram compliance through the corrective action process.�\r\n\r\n\r\nCompiles and analyzes audit data to report\r\non trends of compliance and non-compliance for residential/committed treatment\r\nfacilities, field operations, and JSEP and reports this information to the DJS\r\nSecretary and other key stakeholders.�\r\n
MINIMUM QUALIFICATIONS
Education:
\r\nBachelor's\r\ndegree or advanced degree from an accredited college or university in Public Administration, Policy,\r\nLaw, Social or Behavioral Sciences\r\n(such as Criminal\r\nJustice, �Sociology, Psychology, Human Services/Human Development Child and Adolescent �Studies, or Social Work).\r\n\r\n\r\n
Experience:
At least five (5) years\r\nof managerial or supervisory experience at a professional services level in juvenile justice, human services,\r\nlicensing, regulatory compliance, quality assurance, or program oversight. This\r\nexperience must also include interpreting and applying statutes, regulations,\r\npolicies and procedures; and applied knowledge and understanding of the juvenile\r\njustice system, residential and community-based services, and youth education programs.\r\n
DESIRED OR PREFERRED QUALIFICATIONS
The preferred candidate for this position will possess the following qualifications:\r\n\r\n\r\nExperience working with entities being audited, to\r\ndevelop and implement corrective action.�\r\n\r\n\r\nExperience providing technical assistance or\r\nadvocating for systems improvement in a juvenile or criminal justice setting.�\r\n\r\n\r\nExcellent organization skills and detail orientation.�\r\n\r\n\r\nAbility to communicate effectively and professionally with diverse populations and all levels of\r\nmanagement, employees, and stakeholders.�\r\n\r\n\r\nAbility to exercise sound judgement in matters affecting\r\nyouth safety and program\r\nintegrity.\r\n
