LOCATION OF POSITION

Maryland Department of the Environment\r\nWater and Science Administration\r\nCompliance Program,�\r\n1800 Washington Blvd.\r\nBaltimore, MD 21230\r\n Main Purpose of Job \r\nThe Deputy Program Manager will be responsible for enforcing State laws\r\nand regulations through the management and administration of numerous\r\nregulatory services. Through the application of high-level technical and policy\r\nexpertise, the incumbent will manage compliance services, field monitoring\r\nactivities, regulatory compliance, and legal enforcement functions associated\r\nwith industrial pretreatment; NPDES/State discharge permits; tidal and nontidal\r\nwetland permits and licenses; sediment and erosion control approvals;\r\nstormwater management approvals; appropriation permits; well and septic system\r\napprovals; and waterway and dam construction permits. The WSA Compliance\r\nProgram is one of the most diverse and complex programs within MDE.\r\n�\r\nKey responsibilities include developing and implementing compliance\r\npolicies, managing sensitive and controversial enforcement issues, negotiating\r\nenforcement actions with clients and/or violators, and supervising a large and\r\ndiverse workforce. The Deputy Program Manager will also oversee the program's\r\nday-to-day activities, including approving requisitions and managing\r\nprocurements.\r\n�\r\nThe incumbent will be required to drive a State vehicle. If you hold an\r\nout-of-state driver's license, you must provide a certified copy of your\r\ndriving record from the issuing state's� Motor Vehicle Administration at\r\nthe time of hire. All individuals must maintain a driver's license with no more\r\nthan 5 points on their driving record to operate a State vehicle.\r\n\r\n

MINIMUM QUALIFICATIONS EDUCATION

Possession of a Bachelor's degree from an accredited college or university that includes 30 credits in engineering, biological, environmental, physical sciences or other appropriate technical education, or possession of a Bachelor's degree from an accredited college or university in Environmental Law or Environmental Public Policy or other appropriate related degree.\r\n�\r\n

EXPERIENCE:

Six (6)� years of experience supervising a professional staff in an environmental field or experience as an environmental project manager including assigning tasks, setting priorities, and reviewing work products.\r\n�\r\n

NOTES:

\r\n1.� Professional or scientific experience related to natural resources, environment or public health may be substituted on a year-for-year basis for education.�\r\n2.� Registration as a Professional Engineer may be substituted for the required education.\r\n3.� One additional year of experience in professional scientific, natural resources, or environmental or public health may be substituted for the 30 specialized academic credits.\r\n

DESIRED OR PREFERRED QUALIFICATIONS
