Reisterstown Road\r\nBaltimore, MD 21215\r\nPOSITION DUTIES
This position administers the Maryland Criminal Justice Information\r\nSystem, CJIS, in accordance with the Criminal Procedures Article 10-101 through\r\n10-234. CJIS contains statewide manual and automated criminal and non-criminal\r\nfingerprint records and criminal history records. The CJIS-CR provides a\r\nstatewide service and interfaces with federal, State, regional, and local\r\ncriminal justice agencies. This position uses expert leadership, technical and\r\nbusiness process knowledge and strategic planning and research skills to\r\ndevelop and organize plans for the major organizational activities of the CJIS\r\nCentral Repository. Major functions include managing service deliverables;\r\nimproving programs; planning, aligning and integrating business processes; and\r\ndetermining available resources to provide legally mandated and requested\r\nservices. The Program Manager Senior I has oversight over the Biometric Identification\r\nOperations Section which is a critical business service that operates every day\r\nof the year, twenty-four hours a day. This position also ensures that there are\r\navailable resources to provide legally mandated and requested services for\r\nfingerprint supported background checks regarding CHRI.\r\nMINIMUM QUALIFICATIONS
Education:
\r\nBachelor's\r\ndegree from an accredited college or university in Criminal Justice, Public\r\nAdministration, Information Systems, Computer Science, Business Administration,\r\nor a closely related field.\r\n\r\n\r\n\r\nExperience:
\r\n\r\n���������Minimum of twelve\r\n(12) years of progressively responsible experience managing criminal justice\r\ninformation systems, criminal history repositories, biometric identification\r\nsystems, or related public safety technology programs.\r\n���������Minimum of seven (7)\r\nyears of executive or senior management experience directing large operational\r\nunits, supervising management-level staff, and administrative teams.\r\n���������Demonstrated\r\nexperience administering a statewide or enterprise Criminal Justice Information\r\nSystem (CJIS) operating in a 24-hour, seven-day environment.\r\n���������Minimum of seven (7)\r\nyears of direct experience managing Criminal History Record Information (CHRI),\r\nincluding AFIS, fingerprint-based identification, arrest processing, arrest\r\ndisposition reporting, criminal history record maintenance, expungement\r\nprocessing, record quality, and state and federal reporting requirements.\r\n���������Demonstrated\r\nexpertise in the FBI Criminal Justice Information Services (CJIS) Security\r\nPolicy, CJIS systems, information security, privacy, and compliance\r\nrequirements, including experience serving in a CJIS Systems Agency (CSA),\r\nState Identification Bureau, or equivalent criminal justice information\r\nprogram.\r\n���������Minimum of three (3)\r\nyears of experience administering U.S. Department of Justice (DOJ) or Bureau of\r\nJustice Assistance (BJA) grants, including National Criminal History\r\nImprovement Program (NCHIP), National Instant Criminal Background Check System\r\n(NICS), National Criminal History Improvement Program (NCHIP- related\r\ninitiatives, National Crime Prevention and Privacy Compact activities, or\r\ncomparable criminal justice information system grants, including budgeting,\r\ncompliance, performance reporting, and grant administration.
DESIRED OR PREFERRED QUALIFICATIONS
�\r\nMaster's degree in Criminal Justice, Public Administration,\r\nInformation Systems, Computer Science, Business Administration, or a related\r\nfield.\r\n�\r\nExperience serving as a CJIS Systems Officer (CSO), CSA Direct\r\nState Identification Bureau executive, or in a comparable statewide criminal\r\njustice information leadership role.\r\n�\r\nFBI CJIS Security Awareness Certification and/or other\r\nprofessional certifications in criminal justice or public-sector technology.\r\n�\r\nExperience leading the statewide modernization of AFIS,\r\nbiometric identification, criminal history repositories, or integrated criminal\r\njustice information systems.�\r\n�\r\nExperience representing a criminal justice information agency\r\nbefore executive leadership, legislative bodies, or intergovernmental\r\ngovernance boards.\r\n\r\n\r\n\r\nSPECIAL REQUIREMENTS
Ability to obtain and\r\nmaintain all required criminal justice and security clearances.\r\n\r\n\r\nAvailability to respond\r\nto operational emergencies, critical incidents, and system issues on a 24-hour�basis.\r\n\r\n\r\nMust be capable of\r\noverseeing a mission-critical operation that functions continuously, including�weekends and holidays.\r\nSELECTION PROCESS
