Job Description
Introduction The Maryland Department of General Services (DGS)\r\nsupports State and local government agencies, as well as local non-profit\r\norganizations and the citizens of Maryland, by providing facilities management,\r\nreal estate and surplus property services, as well as security and law\r\nenforcement for State buildings. DGS is also responsible for a full spectrum of\r\nfacilities engineering, design and construction services, almost $1 billion in\r\nannual contract administration, and overseeing the State procurement process. LOCATION OF POSITION
Business Enterprise Administration\r\n301 West Preston Street\r\nBaltimore, MD 21201\r\n Main Purpose of Job The Special Assistant provides high-level strategic and operational\r\nsupport to the Assistant Secretary of the Department of General Services\r\nBusiness Enterprise Administration, overseeing special projects and managing\r\nsensitive issues with significant policy and programmatic impact. The Special\r\nAssistant is responsible for supporting the Assistant Secretary on policy\r\nissues and division administration through project management, research, and\r\nwriting, allowing the Assistant Secretary to effectively oversee a diverse\r\ndepartmental portfolio.\r\nPOSITION DUTIES
\r\n\r\nDuties for this position include but are not limited to:\r\n- Provide strategic advice, policy recommendations, and act as a thought\r\npartner to the Assistant Secretary.\r\n
- Plan, manage, and implement large-scale special projects and assignments,\r\nensuring timelines and quality goals are met.\r\n
- Conduct research, fact-finding, and data analysis to inform policy\r\ndecisions, project development, and organizational improvements.\r\n
- Manage internal and external inquiries, coordinating internally to\r\nresolve issues or escalating to the Assistant Secretary as appropriate.\r\nResponsible for following up to ensure issues are resolved in a timely manner.\r\n
- Draft, edit, and finalize high-level Department correspondence, position\r\npapers, briefing memos, and reports, ensuring technical accuracy and\r\nappropriate tone.\r\n
- Facilitate organizational efficiency by identifying operational problems,\r\nassessing gaps, and recommending policy or procedural solutions.\r\n
- Coordinate and support high-level meetings, including agenda preparation,\r\nnote-taking, and ensuring follow-up on action items.\r\n
- Handle various sensitive and confidential administrative and operational\r\ntasks, such as scheduling and calendar management, coordinating briefings,\r\ninvoices, procurement activities, etc.
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants who possess the\r\nfollowing�preferred qualification(s). Include clear and specific\r\ninformation on your application regarding all qualifications.\r\n- Bachelor's degree (B.A./B.S.) or equivalent advanced coursework in Public\r\nPolicy, Public Administration, Government Affairs, or a closely related field.\r\n
- Experience utilizing modern project management software, data\r\nvisualization tools, or advanced spreadsheet functions to track complex data sets,\r\nbudgets, and operational schedules.\r\n
- Proven ability to synthesize complex, technical, or quantitative\r\ninformation into clear, concise executive briefings, reports, and presentations\r\nfor senior leadership or elected officials.\r\n
- Experience in relationship management, external affairs, or program\r\ncoordination, specifically demonstrating the ability to build effective partnerships\r\nwith academic institutions, local government, or community stakeholders.\r\n
- A strong track record of identifying operational inefficiencies and\r\nsuccessfully implementing streamlined administrative or business processes\r\n(e.
