Yes County Albany Street Address Office of Performance Improvement and Management Services Office of Information and Reporting Services City Albany State NY Zip Code 12234 Duties Description The New York State Education Department's (NYSED) Office of Information Reporting Services (IRS) is seeking candidates for a Research Scientist 3 position in the Statewide Longitudinal Data System (SLDS) Initiative. This Initiative aims to support better program design, effective resource allocation, and accessible information to every New Yorker by connecting education, workforce, health, and human services data. Under the direction of senior management, the incumbent serves as the lead research and evaluation professional and as the principal liaison to state agencies, research institutions, and other approved external partners seeking to utilize SLDS data for policy, programmatic, and operational research purposes. Duties of this position include, but are not limited to, the following:
- Formulate policy-relevant research questions and design complex research, evaluation, and longitudinal studies to address strategic priorities of the State utilizing linked data assets;
- Serve as a subject matter expert on SLDS data assets, data governance practices, interoperability initiatives, and cross-agency data integration efforts;
- Collaborate with technical and program staff in the design and development of analytic datasets, data marts, performance indicators, and research-oriented data products;
- Oversee the development, maintenance, and quality assurance of research datasets and analytic methodologies used to support policy analysis and decision making;
- Oversee and perform advanced statistical analyses and interpretation of research findings and develop evidence-based recommendations for executive leadership and policymakers;
- Manage external research partnerships and coordinate research activities involving state agencies, research institutions, and other authorized entities;
- Develop and oversee data-sharing agreements, research governance processes, and compliance activities associated with the use of SLDS data;
- Author and oversee preparation of technical reports, policy briefs, research publications, presentations, and other dissemination products;
- Present findings and recommendations to executive leadership, agency partners, policymakers, and professional audiences;
- Provide expert consultation to agency leadership and partner organizations regarding research methodology, performance measurement, program evaluation, and data utilization;
- Supervise professional research and analytic staff, including assignment of work, performance evaluation, technical mentoring, and quality assurance of research products;
- Establish and maintain standards for research quality, documentation, and responsible use of SLDS data; and
- Perform other duties as assigned in support of the SLDS research and analytics program. Minimum Qualifications Candidate must have a bachelor's degree and four years of professional research experience
- in an appropriate field.
- Master's degree in an appropriate field may substitute for one year of experience, and Ph.
CONDITIONS OF EMPLOYMENT
This will be a permanent, non-competitive appointment. Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of education and experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position leads to a maximum salary of $121,413 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
