This Initiative aims to support better program design, effective resource allocation, and accessible information to every New Yorker by connecting education, workforce, health, and human services data. Under the direction of a Research Scientist 3 or higher-level professional staff, the incumbent conducts research, evaluation, and advanced data analysis activities utilizing the SLDS data assets. The incumbent supports development of evidence-based insights to inform policy, program management, and strategic decision-making. Duties of this position include, but are not limited to, the following: Conduct research, evaluation, and policy analyses using linked and other approved cross-sector datasets; Translate stakeholder information needs into research questions, analytic plans, and data requirements; Assist in the design and implementation of research studies, evaluations, and special analytic projects utilizing SLDS data; Develop and maintain expertise in SLDS data assets, linked data environments, and agency-supported analytic datasets; Create, prepare, validate, and maintain research files and analytic datasets used for research and reporting purposes; Perform data quality assessments, data validation, data integration, and related analytical activities; Utilize statistical and analytical methodologies to examine trends, outcomes, relationships, and program effectiveness; Conduct advanced quantitative analyses using appropriate statistical techniques, including predictive, multivariate, longitudinal, survey, and causal inference methodologies; Develop reports, dashboards, data visualizations, and other analytical products to communicate research findings to technical and non-technical audiences; Produce recurring and ad hoc analyses in response to requests from executive leadership, policymakers, program staff, and partner agencies; Prepare technical reports, research summaries, presentations, and other dissemination materials. Interpret and communicate complex statistical findings and translate research results into actionable information for decision makers; Collaborate with technical staff, program offices, and external partners to support development of data products and analytical solutions; Assist with management of research requests, external research projects, and research governance activities; Ensure compliance with applicable privacy, security, confidentiality, and data governance requirements related to the use of SLDS data; and Perform other duties as assigned in support of the SLDS research and analytics program. Minimum Qualifications Candidates must have a bachelor's degree and three years of professional research experience
• in an appropriate field.

CONDITIONS OF EMPLOYMENT
This will be a permanent, non-competitive appointment. Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of education and experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position leads to a maximum salary of $104,230 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
