Job Description
The Amtrak ADA Stations Program (ADASP) is transforming stations across the country to improve accessibility throughout Amtrak's intercity rail network. Supporting this nationally significant infrastructure initiative, this role will be part of a Joint Venture between AECOM and Jacobs that provides program delivery and procurement services to Amtrak. We are seeking a Senior Contracts Manager to lead complex engineering and construction procurements that directly support large-scale rail and transportation infrastructure improvements nationwide. In this role, you will partner closely with program leadership, engineering teams, and business stakeholders to develop strategic sourcing approaches, manage high-value contracts, and drive successful procurement outcomes from planning through closeout. You will oversee the full lifecycle of complex construction and engineering contracts ranging from $500K to more than $250M, including solicitation development, contractor negotiations, subcontract administration, risk analysis, change order management, and supplier relationship management. This role requires someone who can confidently negotiate sophisticated commercial terms, interpret technical scopes and drawings, and navigate federal procurement requirements including
FAR, FRA
grant compliance, and Davis-Bacon regulations. The ideal candidate brings deep construction procurement expertise, strong commercial instincts, and the ability to collaborate across a matrixed organization while supporting critical infrastructure programs that improve accessibility and mobility nationwide. The final candidate could be located anywhere within the U.S.including but not limited to:
Philadelphia or Pittsburgh, PA, Morristown, NJ, New York, New York, Baltimore, Maryland, Washington D.C., Reston or Richmond Virginia, Chicago, IL, Columbus, OH, Madison or Milwaukee, WI, Dallas or Austin, TX, Atlanta, GA, Jacksonville, Tampa, FL, Las Vegas, NV, Boston, MA, Irvine, San Francisco or Los Angeles, CA or Seattle Washington. This role will require travel approximately 30% of the time.LI-LM1236
- Bachelor's degree in Business Administration, Construction Management, Engineering, or related field, or equivalent experience (15+ years' of experience)
- Substantial years of experience in construction, transportation, engineering, or infrastructure procurement
- Demonstrated experience managing complex engineering or construction contracts and subcontracting activities
- Strong knowledge of federal procurement regulations including FAR and 2 CFR 200
- Experience negotiating complex contract terms, pricing structures, and supplier agreements
- Ability to interpret technical scopes of work, specifications, and engineering drawings
- Experience with SAP/Ariba and Microsoft Office Suite
- Strong communication, negotiation, stakeholder management, and problem-solving skills
- Experience working within large infrastructure, transportation, or rail programs preferred
- Ability to travel approximately 30% of the time Ideally, you'll also have:
- CPM certification or advanced degree
